Announcements for director, unions raise doubts about compliance with the law
ANTONIO FABBRI- The two calls for selection for the proposed appointment of the unions don’t give too much attention to the unions Director of the social health department he was born in Director of the prevention department. They don’t square off, so much so that, albeit diplomatically, with a specific letter addressed on November 21st to the three directors of the ISS – general Francesco Bevero; sanitary StErgio Rabini; administrative Marcello Forcellini – to the Secretary of State Robert Ciavatta and to the Director General of the public function, Manuel Cantithe federations of the civil service of csdl, codl And Uslthey ask for explanations. In particular, what is not convincing is the prescription of the two tenders which have requirements which, potentially, would seem to greatly circumscribe the outline for identifying the candidates for the two posts, excluding others instead. Specifically, the unions write: “Subject: request for clarification of the requirements for admission to the selection notices for the proposal for the appointment of the director of the Social and Health department and of the Director of the Prevention department of the Social Security Institute”.

And why does the union, which identifies a real non-compliance with the legislation in force, not appear correct? They explain it Csdl-Fupi, Cdls Fpi And Usl-FPI in the letter: “In particular, it does not seem to us to be in line with the provisions of the legislation indicating the requirement to be in possession of […] at least 7 years’ experience in the management/responsibility of complex structures or departments with a high organizational complexity […]“AND “[…] not having declared his or her unwillingness to hold the position of Department Director in the previous two years […]“
So the two requirements for the union are not in line with the legislation. The reason can also be understood by reading them: the first, in fact, is limited to those who have a specific seniority in a specific role. Furthermore, it includes not only those who have already held the role of management, but also of managers; the second criterion disputed by the union, which is at the last point in the call for tenders, circumscribes even more, because it must not have declared its unavailability in the previous two years. However, it goes without saying that those who were perhaps not available two years ago – perhaps for family or contingent reasons at that time – are not necessarily available now. So it seems to be a requirement “to excluding”.
Furthermore, the union also disputes that for the call for director of the Social Health Department it is “generically required a master’s degree without any specialization unlike the previous call; therefore, an explanation is requested regarding the modification. Given the imminent deadline of the tenders – conclude the unions – an urgent reply to what has been reported is requested”.
Now, in the light of the announcement and of what was disputed by the union, it could already be said that the identikit of who will be chosen has already been traced: he will have seven years of experience and may have also been only a Manager and not necessarily a Manager of structures or departments of organizational complexity and will not have shown unwillingness to cover the role in the previous two years. Given these parameters, it seems that the roster is very limited. At this point we just have to wait for the answers that the Authorities to whom the letter is addressed will give to the unions.
