Marie (assumed name) is worried. Very worried. For several months, this co-owner of an apartment located rue de la Ciotat in Toulouse, in the city of Amouroux, has seen her gas bills inflate worryingly. A letter from his trustee received a few days ago told him that this price spike was going to continue significantly in the months to come.
“Inflation, stagnating wages, the increase in bills already underway and the one to come. All this begins to weigh heavily especially when one is part of the lower middle class. »
Also for Alice, owner of an apartment that she has not finished paying for in this same neighborhood, the concern is great. From January, his monthly bills of 170 euros will soar. “These announcements worry me. I have a teacher’s salary. I may have difficulty paying,” testifies this mother of three children.
Alice and Marie suggested that both alternative solutions could be implemented to reduce their bills. “The syndic decides everything, so the apartments are either too heated or not enough. It’s not enough, it needs more extensive renovations. If we leave things as they are, our expenses will increase and we will not be able to invest in isolation, ”says Alice.
“What we want is to be able to get out of collective heating and redirect the money saved towards isolation. This requires having a simple auxiliary heating. We are told that it is not possible to individualize, yet it is a possibility offered by the internal regulations”, specifies Marie.
Considering that the ADL real estate trustee is not listening enough, Marie is in the process of creating a collective “in order to find alternatives and advice”. Next Saturday, at 11 a.m., she will be on rue d’Hyères to try to meet as many co-owners as possible in the Amouroux residence. It has 756 dwellings.

A contract signed this summer
“We have suffered the brunt of the increase in gas prices, recalled for his part Philippe Curie, condominium manager at ADL Immobilier. During the 1st confinement we were lucky to have a proposal of 20 euros per megawatt hour of heat energy. This contract ends on August 31. The best price we have had for the next two years is 124.40 euros per megawatt hour. And since July 1, we have been waiting for the release of the tariff shield. Its purpose is to reimburse the surplus paid by the co-owners. »
The manager also specifies that the syndic’s budget should go from 250,000 to 1 million.
Several measures have already been implemented to reduce bills explains Philippe Curie. “We deactivated the ignition of the heating for a month, it was put into service last week. We will also propose to lower the temperature by an additional degree at the next union council. Getting out of the collective heating is not possible because it is a common equipment. »
What is the price shield?
Faced with the exponential rise in energy prices, the government has implemented a tariff shield to protect consumers at the end of 2021. “This aid compensates for the difference between the market price of gas paid by the building manager, and that of the price at the tariff blocked on October 1, 2021.
