comparison as a necessary basis to ensure effective development
In the Council session that has just ended, the Secretariat for Industry, Crafts and Commerce brought to first reading two bills with the aim of establishing clear and competitive rules to support the business world to guarantee its secure growth: consumer protection and vehicle rental. The legislative proposal dedicated to consumers introduces fundamental general principles with the aim of bringing the San Marino legal system into line with European standards, taking into account the peculiarities of our territory, and of implementing and improving commercial relations with other countries, guaranteeing a high level of protection favor consumers also through the use of distance communication techniques.
The draft law relating to the new provisions on vehicle rental intervenes on the already existing legislation of 2011, keeping a high guard with regard to controls to avoid possible distortions, with the introduction of simplifications in the obligations for economic operators, the reorganization in limitations on operations and the elimination of cumbersome prescriptions for obtaining the operating license, with the aim of restoring the country to normality in the sector, which has been suffering significant damage for too long. The hope is that, with the contribution of all the political forces, the two texts will soon be able to enter into force with the greatest approval, allowing our Republic to once again be in step and competitive even in the international context. The bills relating to the reform of the social security system and forms of support for single pregnant women and single-parent households were also examined at the second reading: as part of the process of drafting the measures, we presented proposals for try to make the measures more balanced and balanced.
With regard to the social security reform, we have expressed our opposition to the article which provides for a limit of 2.2% to the annual revaluation of ordinary pensions with respect to the articles as well as which introduce burdensome measures for professional companies – going to compromise their purposes and very existence , despite the provision being unanimously approved and supported by the Chamber in December 2020 -, with respect to the article which provides for the non-recognition as reimbursement by SMaC to fuel consumers of 0.05 euro cents per liter and the increase of the selling price of tobacco by 0.10 Euro cents per pack, because it actually means increasing the costs borne by families at a time when they should instead be helped in a more significant way. On the other hand, with regard to the provisions for families made up of a single parent with a reduced income and one or more children, a piece that implements the interventions in favor of families in difficulty, we have in particular proposed and obtained the insertion of an article which provides for the ‘exemption from the payment of the contribution for school meals for children up to six years, later implemented also with the exemption from the payment of the fee for nursery schools up to three years.
The only way, we repeat again, to promote recovery and growth is to invest in economic development and by encouraging consumption, not providing for new taxes or recognizing less and less aid to those who are already in difficulty. Economic development that can restart immediately by implementing concrete proposals that have already been on the table for some time, which, on the basis of a strategic vision of the future for San Marino, imply the allocation of resources to investments in innovative sectors and digitalisation, thus favoring the creation of a new vision of our Republic to be spent on international markets, while avoiding putting its sovereignty at risk, because we believe a vision of the country and not the country itself should be sold.
