SLOVENIA, November 17 – Government informed about the escalation of Russian attacks on civilian infrastructure and about the incident on the Polish-Ukrainian border. The government strongly condemns Russia’s aggression against Ukraine, which has resulted, among other things, in systematic attacks on civilians and the destruction of critical infrastructure. The government calls on the Russian Federation to immediately stop such actions. It will also offer additional assistance to Ukraine in the reconstruction of critical infrastructure. In recent weeks, Russia has been systematically destroying Ukrainian cities and critical infrastructure facilities. On November 15, 2022, during the heavy Russian bombardment of several Ukrainian cities, an incident occurred in which a Ukrainian defense missile fell on the Polish village of Przewodow, 6 kilometers from the Ukrainian border. Two people were killed. In the largest missile attack to date, Russian forces launched more than 100 missiles and drones, knocking out power to more than 10 million people. According to the Ukrainian side, more than 40% of the energy infrastructure has been damaged since the beginning of the war. More than 800 Ukrainian hospitals and more than 2,500 educational institutions have been damaged, of which 300 have been completely destroyed. The ongoing war has consequences on a global scale, and more efforts are needed to avoid a protracted crisis scenario. While we continue to support Ukraine in every way we can, we must do our best to leave the door open to a possible peaceful solution. Slovenia actively supports all peace interventions so far and will continue to work for a ceasefire and an end to the war based on respect for the sovereignty and territorial integrity of Ukraine.
So does the government adopted a resolution instructing the competent ministries to prepare measures for compensation of suppliers of electricity and natural gas. Given the high prices and volatility of the energy markets, the government is directing the planning of new measures to mitigate the volatility of energy prices for 2023. It instructed the Ministry of Infrastructure, in cooperation with the Ministry of Economic Development and Technology, to prepare a measure for adequate compensation of suppliers by November 30, 2022 at the latest , which supply electricity and natural gas to final customers, for possible damage due to the regulation of retail prices of electricity and natural gas for the year 2023.
The government also instructed the Ministry of Economic Development and Technology to prepare a measure for co-financing the costs of electricity, natural gas and heating directly from natural gas for small, medium and large companies by November 30, 2022 at the latest, in accordance with Temporary crisis framework for state aid measures to support the economy following Russia’s aggression against Ukraine for the year 2023.
The government also instructed the Ministry of Labour, Family, Social Affairs and Equal Opportunities to prepare measures for shorter working hours and holidays for 2023 by 30 November 2022 at the latest.
The proposed decisions are necessary to help suppliers of electricity and natural gas, as well as small, medium-sized and large companies in planning their operations in 2023. Suppliers of electricity and natural gas must be provided with adequate compensation for any damage caused by the regulation of the retail price of electricity of energy and natural gas, a measure of co-financing the costs of electricity and natural gas for SMEs in accordance with the European Commission’s communication. Temporary crisis framework for state aid measures to support the economy following Russia’s aggression against Ukraineand short-time and holiday measures to mitigate the volatility associated with energy price volatility in the economy.
At Thursday’s meeting, the Government of the Republic of Slovenia also discussed draft opinion of the Republic of Slovenia on the draft Council decision on the full application of the provisions of the Schengen legal order in the Republic of Croatia. Croatia’s entry into the Schengen area is supported by the Republic of Slovenia in principle and is in our common European interest. For Slovenia, the arbitration award is final and legally and formally recognized in Slovenia by the Act on recording the state border with the Republic of Croatia from December 2017. The government’s opinion will be submitted to the competent working bodies of the National Assembly of the Republic of Slovenia. The Republic of Slovenia, which will make the final decision.
