The commission, which will be formed if the anti-corruption law is passed, will have investigative powers. Minister of Justice Krum Zarkov commented on the purpose of the law and legislative changes in the studio of “Hello, Bulgaria”. “With this law, the goal is to solve this issue of investigations, and they are difficult, because corruption crimes are difficult to investigate and prove, they become even more difficult when a high-ranking official – a person with power – is involved in them. Therefore, both the law of the PP and the law of the Ministry of Justice and the Council of Ministers require the concept of an investigative agency independent of other bodies to investigate corruption crimes and crimes at the highest levels of power,” said Zarkov.

He pointed out that the people who will work in this Commission will have excellent intelligence tools. He distinguished the commission from KPCONPI: “And at the moment, KPCONPI has very broad powers of an operational nature. the point is that there are no investigative functions. Therefore, we decided to have a body with clear competences and powers and the result of its work. Because when you collect information, but you cannot use it in criminal proceedings, the question arises as to why you are collecting it,” Zarkov pointed out.
The committee in question will have 5 people elected by the National Assembly, the President and the Supreme Courts, and each of them will preside for a period of one year. “In the end, the word of the court should weigh. Therefore, in both draft laws – of the PP and the Ministry of Justice, the possibility of a possible refusal of the prosecutor’s office to continue the work is to be appealed before the court”, explained Zarkov.
He added, however, that this Commission will not investigate the Attorney General. “This is the subject of another project. It won’t be those people. If passed, it will be the chosen court to conduct this investigation,” he stated in the bill.
“For me, it is important that this law is passed. All these words would matter, including GERB, if a quality law is passed with these votes. And to be published in the State Gazette”, the minister of justice is categorical.
