Holidays: update on the works
Work is scheduled during the All Saints holidays. They aim to improve the living environment, mobility and attractiveness within the territory. Diversions are in place to maintain fluid travel during this period.
The various players in the area take advantage of less traffic and reduced use of road infrastructures during the holidays to carry out certain works.
For Nicolas Mayer-Rossignol, Mayor of Rouen, President of the Rouen Normandy Metropolis: “NWe continue to invest with our partners to improve mobility: creation of cycle paths, maintenance of railway tracks, connection of the Flaubert Bridge… Although they often produce nuisances that we try to reduce by making the best use of holiday periods schools, this work is essential. Because travel modes are changing, our infrastructure and services must also be assessed. »
Express Bike Network: development of the Boulevard de l’Europe
As part of the construction of the REV (Réseau Express Vélo), the Métropole, in collaboration with the City of Rouen, is carrying out work on cycling facilities on the Boulevard de l’Europe. These works began on September 12 and will run until the spring of 2023. They cover the entire south bank of Boulevard de l’Europe between Avenue Jean-Rondeaux to the west and the Eastern Europe.
From October 24 to November 10, access to the boulevard de l’Europe from the Carrefour de la prison (intersection avenue Jean-Rondeaux and Sud 3) will be closed in this direction only for a new phase of work. The boulevard will also be closed in the same direction between the crossroads and the Harkis roundabout (excluded). The main diversion for users coming from the South will pass through Avenue de Caen which joins the Harkis roundabout and for users coming from the North, via the high quays on the left bank. This closure will also be accompanied by the impossibility of access to rue des Murs-Saint-Yon with a detour to rue Saint-Julien for a period of two weeks.
Connection of the Flaubert Bridge
The DIRNO is carrying out the work related to the connection of the Flaubert Bridge to the South 3. Beginning on October 24, this work should extend until the end of January 2023. The traffic restriction is double combining a reduction to 2 lanes per direction on the bridge (instead of 3) including the left lane prohibited for heavy goods vehicles. An impact on traffic is expected since the exit of the A150 from Barentin, Coupled with a temporary reduction in traffic lanes on rue Nansen during the duration of the Foire Saint-Romain, from October 21 to November 21 (lane on the right used at the entrance to the car park of the fair).

Reconstruction work on the railway tracks on the banks of the Seine
SNCF Réseau is carrying out work to recover the railway tracks on the banks of the Seine on the right bank, between the Boieldieu hopper and the Pré-aux-Loups quay. This work will begin on the night of October 27 to 28, for a period of two weeks, until the night of November 14 to 15.
These works will involve the prohibition of circulation for all heavy goods vehicles and oversized vehicles (+ 3.40m) on the low quays from the so-called Harcourt ramp. For users affected by the bans, it is strongly recommended to take the Flaubert bridge or the Guillaume-le-Conquérant bridge upstream. From the Boieldieu hopper, all vehicles will be prohibited on the lower platforms in the construction area. Motorists will be diverted via the hopper. As for them, the low pedestrian quays between the Corneille bridge and the Pré-aux-Loups will also be prohibited (except barge access). Pedestrian continuity can therefore only be achieved via the high platforms.
Works to extend the district heating network
Work on Boulevard Charles-de-Gaulle in Petit-Quevilly and on Rue Saint-Julien (near Place des Chartreux) in Rouen will begin from the end of October. Boulevard Charles-de-Gaulle will be one-way from rue Foy towards place des Chartreux, and rue Saint-Julien from place des Chartreux in the same direction. The deviation from Boulevard Charles-de-Gaulle will take place to the north from place Poterat via avenue Jean-Jaurès and rue Foy, and to the south from place des Bruyères via avenue Stanislas-Girardin. The deviation from rue Saint-Julien will pass through rue Pinel, Blanc, Gambetta and then Boulevard du 11-Novembre. During the months of November and December, work will also take place in the Jardin des Plantes district, rue des Martyrs-de-la-Résistance, the impact of which is still being studied. Work on rue Saint-Julien will be completed at the beginning of 2023.
Regeneration of the TEOR and bus wearing course
Work is being carried out on the asphalt of the TEOR and bus tracks:
– rue d’Elbeuf, between rue Dufay and boulevard de l’Europe, from 24 to 26 October,
– Near the TEOR School of Architecture station, route de Rouen between rue de la Côte and the Darnétal barrier roundabout, the night of October 26 to 27,
– Near the T2 Mairie de Déville station and adjacent streets, in Déville lès Rouen, on the night of 2 to 3 November.
