Toulouse. Vincent Terrail-Novès, new right arm of Jean-Luc Moudenc in the Metropolis

The mayor (related to the Renaissance) of Balma was elected this Thursday, October 20, 2022 first vice president of Toulouse Metropolis, in replacement of Dominique Faure, resigned due to multiple directorships. The ex-mayor of Saint-Orens indeed was elected deputy of the 10e district of Haute Garonne last June, and propelled Secretary of State for rurality in stride.

Who is Vincent Terrail-Noves?
Born in Toulouse and aged 43, Vincent Terrail-Novès is a physiotherapist by profession. He works near Mazères (Ariège). After a few years in an HLM in Colomiers, he grew up in Pibrac, where the Novès family is established. His mother, Françoise, a doctor, was an anesthesiologist. As for his father, Guy, before becoming the legendary coach of Stade Toulousain (and ephemeral manager of the XV of France), he was a sports teacher at the Pibrac college, where he taught his son for 4 years…
Vincent Terrail-Novès made his debut in politics at the age of 20, under the wing of Françoise de Veyrinas, then first assistant to Dominique Baudis, for whom he was twice deputy to the Legislative (in 2002 and 2007) in the 6th constituency of Haute-Garonne. Became mayor of Balma in 2014, and re-elected in the first round in 2020 (65.37%), he has been vice-president of Toulouse Métropole for eight years. Regional Councilor of Occitania from 2010 to 2021, he came in fifth position in the first round of Regional in 2021 (8.78% of the vote), supported by LREM.
Formerly a member of the UMP, “when it was the big party of the right and the center”, he had slammed the door of the Republicans in 2017, believing at the time that the victory of Emmanuel Macron was “a click” .

In a press release, Jean-Luc Moudenc was delighted with the election of the one who will be his new right arm : “I am delighted to be able to work even more concentrated with Vincent Terrail-Novès, whose commitment to our region I have known for a long time”.
“He will assist me effectively within the framework of a harmonious governance of our Metropolis, alongside the other partner groups in the exercise of executive functions”.
The new mayor of Saint-Orens 3e vice-president
Unsurprisingly, the new mayor of Saint-Orens-de-Gameville also takes over from Dominique Faure in the metropolitan executive: Serge Jop was elected 3e vice-president of Toulouse Métropole. A former officer in the Army, he is 76 years old.
Jean-Luc Moudenc announced that he would entrust Serge Jop with a delegation dedicated to intermunicipal dialogue.
Who is in charge of Economic Development?
The missions of Dominique Faure, who was in charge of Economic development to the Métropole, had already been reallocated in September between five other vice-presidents: Joseph Carls, the mayor of Blagnachitherto in charge of forecasting and contracting, a bailout of the coordination of public economic development policies. Agnes Plagneux-Bertrand, already in charge of aeronautics and space, in particular recovered the economic activity zones. Francois Chollet, Jean-Claude Dardelet and Bertrand Serp see also their extended delegations.
