San Marino. Dear energy and approval: the agenda of Repubblica Futura
Shedding full light on the methods of approval of gas, electricity and electricity and “clarify the impact on the AASS balance sheet of the difference between purchase prices and selling prices of gas and electricity, before and after the proposed adjustments, and whether further adjustments planned / necessary “.
This is the objective of the Agenda presented by Repubblica Futura, which thus asks the Government for clarifications regarding expensive energy.
The Great and General Council,
a) having taken note of the recent press conference of the Secretary of State with delegation to the AASS Teodoro Lonfernini, and announced by the top management of the Aass itself, in which, as reported by San Marino Rtv, the Services Company has the request to:
I. increase the tariffs for gas by 104% for domestic use, and by 120% for industrial use and other uses, but in any case, according to them, “the tariffs will be 22% lower than the Italian averages and 30% on the free market “;
ii. increase energy tariffs (let’s imagine, electricity) by 136% (less than 57% compared to Italy and the euro area, less than 30% on the free market);
iii. the transition from fixed and variable tariffs, linked to price trends, due to the crazy market;
b) analyze the statements “accompanying” the press conference itself, including (as reported by Rtv):
I. “San Marino companies and citizens have paid less than half of the real cost, which the service company has taken on, thanks also to the operations on the market, but it does not make us safe for next year” (Director Aass, Raoul Chiaruzzi) ;
ii. “A difficult winter is expected to be better tackled with individual behavior with a view to saving” (Secretary of State Teodoro Lonfernini);
iii. “If there is gas, San Marino will have it. If there is no gas, the problem is of another nature ”(Secretary of State Teodoro Lonfernini);
iv. “Now we have to sign a furniture contract and everyone has pulled back. At the moment there is no one who guarantees us gas for next year, so we are accredited as operators who buy on the market. A new challenge but it leads to financial upheavals, with different payment agreements ”(President Aass, Francesco Raffaeli);
c) considering what has long been made known by political leaders, and by Aass (but never made public in the competent offices) according to which Aass should have signed a “financial contract” that would allow gas supply at pre-established prices (much lower than those of the market) and for a certain number of years (we say 6);
d) assessed that this financial contract, whose underlying characteristics are unknown, had been portrayed (also to the Monetary Fund) as an instrument capable of guaranteeing gas at competitive prices, with the only condition that the gas was available at supplier with whom this financial instrument was purchased;
e) analyzed the evident contradiction, at least on the basis of the (scarce) available for the vast majority of the population (not included), between the above premise (point d) and the statements of President AASS referred to in premise b) point iv;
f) considering that no precise information has ever been obtained regarding the approval of electricity, its prices and its timing;
g) having acknowledged the massive amount of the adjustments requested by Aass, which are added to previously formulated requests (some of which have already been approved by the Energy Authority);
commits
the President of the Council Committee on Finance, Budget and Planning; handicraft; industrial; business; tourism; services; transport and telecommunications; work and cooperation to convene, within the first week of November, a specific meeting of the Commission itself, to carry out a hearing in the presence of the Secretary of State with delegation to the Autonomous State Agency for Services, of the top management of the same Company ( at least President and Director) and any other technical figure that may prove useful, in order at least to:
1. disclose the financial contract signed for the purchase of gas;
2. Explain the methods of approval of gas and electricity, and the prices at which these can occur in the coming years;
3. Explain the impact on the AASS balance sheet of the difference available between purchase prices and sale prices of gas and electricity, before and after the proposed adjustments, and whether further adjustments are envisaged / necessary;
4. disclose the savings plans, including emergency plans, prepared by the authorities in the event of a lack of furniture;
5. outline the measures to support San Marino families, especially those with the lowest income, to cope with the estimated increases.
