Toulouse: when delusional job offers from Pôle emploi do not respect labor law
On its Toulouse site, the organization, supposed to find work for the unemployed, publishes bewildering announcements, such as the one asking a cleaning agent to work 20 hours a day on 6 different sites. A deputy protests.
The color is announced. The new bill on the labor market, which must be adopted next Tuesday by the National Assembly, aims to put the unemployed back to work with a principle of balance: when the economy is doing well, we pay less Unemployment and better when it goes badly. It is up to the unemployed not to be choosy about their return to work and to seize the offers that arise. Except that in the proposals put online by Pôle emploi, we find a bit of everything and anything. In any case, this is the observation made by the rebellious French deputy for Haute-Garonne, Hadrien Clouet, who daily flushes out bewildering announcements. The latest is a job description that offers, roughly, a cleaning agent to work between Tournefeuille and Fonsorbes on six different sites by accumulating 20 hours of work on certain days…
“A proliferation of illegal advertisements”
“This type of job offers proliferate on the Pôle emploi site but also on Facebook or Indeed. Some are incomprehensible, even contradictory, sometimes illegal and in any case unworthy”, denounces the academic who has worked for more than ten years on these issues. “In the case of the announcement on Tournefeuille, we are in total absurdity continues Hadrien Clouet. With the journeys, we make a person work 20 hours and we pay him 4. In other words, this amounts to making people pay to work”. The management of Pôle emploi, whom we asked for explanations, did not respond to our requests, but the deputy does not overwhelm this public body, whose lack of resources he especially deplores. “Consider that its agents manage 12 million job offers a year and that they simply do not have the time to check or go through them. The problem is that the government has refused this control mission to Pôle emploi, or it is a priority mission to secure career paths and not to impose on the unemployed to take any type of job. By acting in this way, we weaken the other employees whose position may be threatened by precarious workers who accept reduced working conditions. This is social dumping”.
Find good jobs
So what can be done to restore order to these practices and dust off aberrant announcements? “One of the first concerns is that when we talk about the labor market, we only see the unemployed, but not the employers, underlines Hadrien Clouet. But there are two parts and it is important to see what companies offer, knowing that it is better to offer a good permanent job than small jobs. Someone who works 4 hours a day for two weeks pays practically no contributions and returns to register as unemployed in the process. The system is lost; We must not contradict the people in the interim”.
It is true that in this highly political field, we often make the mistake of hiding behind statistics in order to track the upturns in the labor market, without going to see the reality of the jobs created Be that as it may, the rate of Unemployment in Haute-Garonne is currently 8.1% of the active population compared to 9% in 2020. A poor local performance compared to the evolution of unemployment at the national level over the same period (-1%) and a still higher than the French average (7.9%). This gives a 65th place in the ranking of departments. Maybe do better.
A third of unemployed people receiving benefits do not receive unemployment
According to Hadrien Clouet, a third of people who can claim unemployment do not receive it. In fact, at the end of 2021, among all those registered in category A, B, and C at Pôle emploi, there were 31.9% of non-compensable persons, who did not pass or no longer passed the thresholds for opening a right and 20 .7% of “compensated non-compensated” for 47.4% of compensated. “Returning their rights to these people must be a priority”, underlines the deputy of Haute-Garonne. Especially since the reform of the Unemployment insurance rules could this time have real consequences, downwards, on the share of those entitled to compensation, in particular because of the extension of the duration of affiliation necessary to open or recharge rights, set at six months against four months before. The reform will also have an upward effect on the proportion of non-compensated among those entitled to compensation. You follow ?
