Repubblica Futura: The new PRG
Secretary Canti and this government should be ashamed for having intentionally missed another opportunity to do the right thing for our country and they should be ashamed to shamelessly make fun of citizens thinking they are making them believe what they want. But let’s go in order. The General Town Plan, entrusted to the architect Stefano Boeri’s studio in 2015 and presented in 2019, is framed in compliance with the sustainability criteria by the United Nations directive definitions: securing the territory, limiting land consumption, increasing quality urban landscape and enhancement of the historical landscape heritage constitute the four cornerstones, also confirmed in an interview with the architect Boeri in March of this year, in which he hoped for the adoption of the Plan by October of this year, the date on which San Marino hosted the 83rd session of the Committe on Urban Development, Housing and Land Management of the United Nations Economic Commission for Europe. In these days we have actually followed the work of the UNECE and have invited the presence and interventions of important names in architecture, such as Boeri himself and Lord Norman Foster. We are honored, as citizens, to have hosted such a high profile event and we share, as politicians, the content of the San Marino Declaration, the agreement on the principles for urban design and sustainable and inclusive architecture to be applied to the design of all buildings and urban developments, signed by the United Nations Economic Commission for Europe (UNECE). The document, considered a true manifesto of sustainability, will then come to governments with the hope that it will be promoted internationally. This is the main actor state in San Marino, it would have been like this to announce the international adoption of the new regulator, it could become from the architect Boeri, an example in the eyes of the will of the community, a concrete example of the will to incorporate all the sustainability objectives in the contents of the Declaration. Instead, the Secretary Canti, endorsed by his government, not only lost the opportunity to make San Marino a sustainable and avant-garde model, but showed that the logic of exploitation of the territory without criteria, more or less with the usual client methods are anything but a thing of the distant past. Not only that, the even more serious aspect is that he told a series of macroscopic lies to all citizens in declaring that they have the Government to ask the architect Boeri to revise his project, reasons pushed to the microphones of San Marino RTV that “The new interpretation is that of a PRG in a UN key. […] The new PRG will therefore be on sustainability and all the principles contained in this declaration. So we will have to update this Regulatory Plan proposal and obviously include within this proposal everything that is contained in San Marino ”. If so, dear Secretary, if the update to the PRG that you and the requested Government had gone in the direction of sustainability and the principles listed in the San Marino Declaration, the architect Boeri would not have refused to sign a new project, so much is he It is true that Boeri himself declared on state television that “the variations that had been requested contradicted the Principles of the piano”. We would like to know what are the requests for revision to the PRG that the government has made, Why don’t you make them public so that citizens can see with their own eyes if they really go in the direction of sustainability and conservation of the territory? These evidence lies and contradictions are now on the agenda, trying to disguise a short-sighted government action that has not yet proposed a long-term plan neither for economic development, nor for the sustainability of the territory, a government action which hopes for public funds and continues to operate as if we were in the 90s. Repubblica Futura expresses its total opposition to this modus operandi and to a decision such as the one taken on the Master Plan, which in addition to throwing San Marino in a bad light again, is nothing more than the demonstration that this Government is not doing anything with a view to ensure a future for our Republic, but think only of our political action that puts the interests of someone at the center, NEVER those of the country.
