The step from having carried out an innovative acquisition to purchase and use holds in many places in Danish hospitals. Experts believe that one of the main reasons is the “silo challenge”, i.e. frying pan between innovation and purchase. The Capital Region has now taken the lead in developing a new process model for innovative acquisitions, which will link innovation units and the purchasing function together in a common innovation process. Procurement, that a solution in use and scaling is thought out from the start.
The Capital Region of Denmark includes 29 municipalities and 11 hospitals in the Copenhagen area. Five years ago, the region decided to start working with innovative acquisitions. Danish Regions, which the region is part of along with the other four in Denmark, have a common strategy to invest in such acquisitions.
Based on its first experiences, the region needs a new process in connection with this type of procurement, it appears on co-pi.dk. The need is a process which ensures systematic and streamlined cooperation between the region’s various innovation units on the one hand and the central purchasing department on the other for the sharing of the region’s innovative acquisitions. It is the Center for Public-Private Innovation in Denmark that writes about this.
Practices that promote innovation
In cooperation with the other regions and AMGROS (procurement of pharmaceuticals), the Capital Region took the initiative for a joint project with the aim of creating innovation-promoting procurement practices. I am supplementing with a new process, the purpose of the project is to implement and improve skills among employees, and produce support tools, guidance and contract templates.
They must try to bring the «silo division» to life, the innovation unit and the purchasing department must learn to work together on the organization of innovative acquisitions in a joint process. They must contribute their expertise at different times and levels in the process.
Start in our
The development of the new process model and support tool has since been ours, and the Capital Region has put forward a draft of the process model which must be adapted and qualified by the other regions. It is intended to phase in scaling from the very beginning of the process. The plan is for the new model to be ready for use all over Denmark by the end of this year, when the other regions have qualified the draft as it stands.
Models divide innovative healthcare acquisitions into six stages: Clarification of needs, market dialogue, assessment of potential, competition implementation, solution development and acquisition. Under each of the six steps, activities, approach, methods, results and, not least, the roles and responsibilities of the individual actors are described.
Tests in pilot project
The model is currently also being tested in a pilot project at a hospital, Bispebjerg Hospital. It is about monitoring an increased number of private rooms at the new hospital there, which is to be built in the years leading up to 2026. With more private rooms, the nursing staff cannot supervise many patients physically at the same time in the same way. A new solution needed.
In the pilot project, only needs clarification has been carried out for the time being. Now the market dialogue phase is underway. Which type of solution or collaboration model is chosen is thus a long way in the future.
