Monday, September 26, 2022, the municipal council of Rots (Calvados) gave power to the mayor to sell the presbytery. We explain to you why the municipality wants to sell this communal property.
Because the municipality needs money
In 2021, the municipality had to write off 2 million euros. A sum which corresponds to the marketing of 4.7 ha of the Orée d’Ardennes subdivision which could not be urbanized due to the modification of the local urban plan (law on water). “To compensate for this shortfall, we asked ourselves the right questions to finance our projects”, summarizes the mayor Michel Bourguignon.
Because the renovation of heritage has been expensive
In recent years, Rots has invested in restoring its heritage. After the presbytery (2019) for €600,000 (nearly €500,000 payable by the municipality), it is the Grange-aux-Dimes which was delivered in 2021 with a bill close to €1.2 million. euros, including nearly €800,000 paid by the municipality.
Because the mayor had wondered about these investments
Michel Bourguignon does not hide it, the presbytery and the Grange-aux-Dîmes asked “very controversial questions to Rots. In 2019 for the Grange-aux-Dîmes, which is very beautiful, I do not find the project coherent. We also had to buy a house next door. I had intervened, it had not pleased, which had provoked my desire to stand for election. »
Because the presbytery brought in little
In 2019, the municipal council had entrusted the management of the gîte to the company Billy and Co (Ferme de Billy) with a commercial lease of 9 years and a rental at the town hall of the presbytery of 820 € per month. The gîte (280 m²) has seven bedrooms and can accommodate 14 people. “The problem”, adds the mayor, “is that the old municipality is rented to a private person. As it is an investment in communal property that we do not operate, we were unable to recover all the VAT, the prefecture let us know. »
Because the sale seems like a bargain
The presbytery should be sold to the current lessor for a sum of “€900,000 net seller. This represents 88 years of rent, ”calculates Michel Bourguignon. “There is no longer any right to lease, nor property tax either. »
Another sale brings in €800,000. Another sale, that of the land next to the gymnasium, against 800,000 €. At this location, a senior residence is planned.
