Rome, from the Colosseum tickets the funds for the capital
“There are many regions, more cities and countries, but the capital is only one. It cannot be like the others ». Not only expensive bills and Pnrr, at the center of the plans of the Brothers of Italy for the nascent effective lead by Giorgia Meloni are also a series of initiatives to “restore centrality to Rome”. While respecting the mandate of the low profile imposed by the leader after the victory at the polls, to outline the path are the many capitoline voices of the party, all determined to make the city competitive with the major international capitals, providing it with funds proportional to those received in Paris or Berlin. Ideally – net of the priority for emergencies – the plan is developed in two stages.
PHASE ONE
The first phase involves a work of “legislative engineering”. And that is the completion of those reforms started for years and never come to a conclusion to equip Rome with the right tools. The reference is first of all to the devolution of powers from the Region to the Municipality. In other words, the transfer of skills in specific sectors such as the management of the Tiber and other river areas or the positioning of charging stations and distributors. A formulation that the Zingaretti junta is also working on, which, however, is at its sunset after the election of the governor in Parliament. In any case, the goal is to de-bureaucratize specific sectors.
A path that cannot be undertaken if at the same time, several sources at the top of FdI are reconstructed, the constitutional reform launched in 2018 with an agenda of Meloni to make the “Capital” an archetype in its own right, different from the City, is not completed subway or other formulas. In this case, the goal is the recognition of the strategic centrality of Rome for the entire country. It must be acknowledged that all political forces have worked extensively on a design hypothesis. Net of some political particularities, the process is rather defined and to amend Article 114 to strengthen the administrative functions and financial endowments, adding the prerogative of establishing legislative powers. A fundamental aspect since it cannot be achieved with the sole devolution between the Region and the Municipality. In this way, for example, Rome could have its own town planning law.
THE SECOND TIME
Inevitably alongside all this there is the need to provide Rome with new resources. Any legislative framework does not raise the capital without specific funds. In other words, they are aware that the priority is expensive energy and other national emergencies, it is necessary to invent resources. For the Roman deputy of FdI Fabio Rampelli it could be “put our cultural heritage into a system, to obtain royalties as Basilicata does with oil”. An example? “The Colosseum. Every year Rome spends 10-20 million on services, cleaning, transport, lighting, maintenance and waste management, collecting zero from the admission ticket, when 54 million go to the ministry ».
In short, we could start from here, becoming aware of the black hole that some services for the capital represent. The examples brought by the FdI exponents are many: from the 600 thousand commuters who used public transport in the capital, charging the cost to the citizens (the ticket covers only a third), to the type of tourism attracted, to the management of 5 thousand kilometers of roads and to that of 5 thousand kilometers of waste roads. In practice, extraordinary resources are needed. Up to now, in fact, we have been based on maxi-events such as the Jubilee or hopefully the Expo (for which the intention remains to work and procedural process, collaborating with the mayor Roberto Gualtieri), but it cannot go on like this. And, given that prudence is a must to financial still to be written, in FdI there are also those who say they are ready to think about a new “Save-Rome” to reduce the Capitoline debt.
