Here comes Portugal 2023! Is it this one?
With each cycle of hope to achieve the new, it is necessary to achieve that more of the cake can write cooperation policies and hope for the realization of the European Union.
Always with the drama and reaching the way of appearing frank close, but never with the convergence with the media of the European Union, it is always expected that, each time between the cycle, Portugal will overcome what is perpetuated between cycle: that is, to win the difference between the country and its counterparts in the most advanced economies of the European Union.
Positioning itself in 19th position in 2019, with a GDP per capita of 79% compared to the European average (the 9th poorest country in the EU27), Portugal dropped two positions, to 21st position in 2021, with a GDP per capita of 74% compared to the European average, it is now the 7th poorest country in the EU27.
With weak levels of public investment and the opportunity to increase the 80-year programming cycle, 8% of public funds to represent the Portugal 2014-220 cycle of public investment in Portugal 2014-220.
Portugal is indeed the European Union country with the highest level of dependence on community funds in the leverage of public investment, and with a trajectory, in recent years, of divergence from the European average, if it were not for community funds, what would be the position of position from Portugal? If not an even more fragile country?
The European political society thus has a decisive impact on trust, sustainability, development, territorial economy and social inclusion in the economy of the last 30 years.
The “new” framework of community support through Portugal 2030, regarding the 2021-2017 programming cycle, is assumed to be predominant, whose Public Partnership the Portuguese State and the European Commission was signed on 14 July 2022, in a ceremony held in Fundão.
The Partnership Agreement, strategically materialized in Portugal 2030, refers to the 2021-2027 programming cycle, with an aggregation of partnership that could amount to more than 24 billion euros, a combination of several European funds.
This allocation will be one of the largest, in community terms, with the last three support frameworks (QCA III, QREN, Portugal 2020).
Its programming is based around five strategic objectives of the European Union:
- + intelligent: investing, in, in competition, in companies, in the qualification of specialization and in industrial qualification, in the transition to industrial qualification and in the qualification of each resource, in the selection of the enterprise, in innovation, in business qualification, for qualification and in qualification, in the ability to select, in selection, in business qualification, in qualification and in qualification, in business qualification, in qualification, in qualification, in business qualification, and in professional qualification, in qualification, in business qualification, in qualification, in business qualification, and in professional qualification, in professional qualification, in professional qualification, in professional qualification and in professional qualification. improving the digital connectivity of the different territories, with emphasis on low-density territories;

- + of citizens supporting urban development strategies, supporting social development, and supporting social development, based on sustainable development, based on urban development needs, close instruments, urban and strategic development projects. regional and sub-regional, by actors of territorial or local strategies at different scales and by authorities of local and local territories, that promote the integrated social, economic development of different types of environmental, to promote the promotion of relevant places Sustainable factor of territorial interest integrated, in, providing a structuring of general interest of the development facilities and adequate development facility for its general accessibility of the useful subsystems, availability for a structuring of the efficient and detailed subsystems of its population.
Portugal 2030 is implemented through 12 programmes: with a thematic scope – Demographics of four included and inclusion; Innovation and digital transition; Action with durability and sustainability and Sea; five Regionals, corresponding to NUTS II on the mainland (North, Centre, Lisbon, Alentejo and Algarve), two in the Autonomous Regions of the Azores and Madeira and one for Technical Assistance. Added to these are the European Territorial Cooperation Programs in which Portugal participates.
The thematic and regional programs are under consultation, the Government hopes that the first public notices of candidacy can be published in early 2023.
Thus, the ideas that the community support framework can leverage the union of public investments and the economy are renewed, which may be able to transform the new framework of Portuguese hope and leverage convergence with the European Union.
