Ukraine urges allies to invest in the defense industry, transfer weapons to NATO and share intelligence
Ukraine calls on allies for continued investment in the industrial defense base, the transfer of standard NATO weapons, intelligence sharing and intensive scientific missions under the flags of NATO and the EU. The state needs the development and support of an army capable of confronting the Russian armed forces and paramilitary organizations.
This is stated in the column of OPU Chairman Andriy Yermak and former NATO Secretary General Anders Fogh Rasmussen in The Wall Street Journal. They noted that we must make sure that the price of the future attack on Ukraine will be too high to bear.
“One example of how allies can strengthen Ukraine’s security is by providing modern and effective air and missile defense systems. In response to Ukraine’s recent victories on the battlefield, Russia has resorted to targeting civilian infrastructure with long-range missiles. This is a war crime. To protect civilian population and ensure the possibility of recovery, Ukraine’s allies must supply everything necessary to prevent air attacks,” Andriy Yermak emphasized.
According to the head of the OPU, security guarantees must be provided by the main group of allies of Ukraine with significant military potential, who are ready to assume political and legal obligations. These can be the USA, Great Britain, Canada, Poland, Italy, Germany, France, Australia, Turkey, the Nordic countries, the Baltic countries and Central Europe.
Along with commitments to military support to a wider group of international partners, it should maintain low collateral sanctions. It includes countries – members of the Group of 7 and the EU, as well as other countries that currently apply sanctions against Russia, including South Korea and Japan. These obligations also provide for the automatic restoration of sanctions in the event of further Russian aggression.
Yermak believes that, unlike the Budapest Memorandum, the Kyiv Security Treaty will be effective. According to it, Russia cannot block the application of the treaty through the UN Security Council. In the event of an attack on Ukraine, the guarantor states will meet within 24 hours and decide what actions to take within 72 hours.
The global security system has been destroyed. Traditional boundaries and approaches will not prevent the transformation of a permanent member of the Security Council into an aggressor and blackmailer. Vladimir Putin believes that the world’s support for Ukraine will weaken due to the harsh winter. Acceptance of these recommendations will be a strong signal that this will not happen.
Yermak and Rasmussen announced that Ukraine needs guarantees now. Delay encourages the Kremlin to continue the war. The guarantees will be a signal to the Ukrainian people that their allies believe in a safe and independent Ukraine.
finally, Yermak and Rasmussen presented Kyiv security guarantees on September 13. The document ensures the maintenance of state guarantees from the lifting of sanctions against the Russian Federation to the cessation of aggression against Ukraine and compensation for all damages.
The recommendations call for the creation of the Kyiv Security Treaty – a joint document on strategic partnership uniting Ukraine and the guarantor state.
