Migrants, Lamorgese slow in transfers: in Friuli Venezia Giulia centers explode and asylum seekers end up on the street
From Trieste a Udine Year of asylum seekers are in the open because the reception system in Friuli Venezia Giulia it is saturated. Among them also sick and injured, some on the streets for many weeks. But also families with children, including babies, without shelter. It must be said right away: they are not irregular. These are people who have already expressed their willingness to ask for protection from Italy and have the right to welcome under the law. Moreover, at least half are citizens Afghan whose asylum requests will be accepted in almost all cases. With a slight increase compared to the two-year period of the pandemic, arrivals from the Balkan route should not represent an emergency. Not if i worked transfers towards the other regions it stands at Ministry of the Interior arrange. Instead, since this summer the mechanism has undergone a sharp slowdown which has prevented the situation from decongesting. And if in the capital there are those who have people in the open, in theformer Cavarzerani Barracks in Udine there are 900 guests, triple the capacity, including dozens placed in tents set up for quarantines during the pandemic. An unjustified emergency in a country where the average number of people seeking protection is lower than in Europe, with just one asylum seeker for every thousand inhabitants. The Interior Ministry, despite the various requests from ilfattoquotidiano.ithe does not think he is daring.
In the Italy of landings, little is said about the Balkan route. Even less than what happens in Friuli Venezia Giulia from Ancora, where the reception system is saturated and many people remain on this street. Compared to last year, arrivals have increased. “Of 40 percent on the Italian-Slovenian border”, reports the Italian solidarity consortium-Onlus Refugee Office of Trieste (Ics). An estimate that is not possible with official data, which unlike the landings from the Mediterranean, the Interior Ministry continues not to show. “A net but not exceptional increase and which, in any case, amounts to a few thousand people, certainly not mind-boggling numbers”, explains the president of Ics, Gianfranco Schiavone. Figures that the normal mechanism of transfers managed and that instead accumulate in a region among the poorest places in ordinary reception, where even the extraordinary system is saturated by a few more attendance notes. When it doesn’t even collapse, as in the case of the Cavarzerani Extraordinary Reception Center (CAS) in Udine, where for a couple of weeks no one is welcomed anymore because the attendance is already three times the amount established, and whoever knocks remains on the street.
“Keeping more than a thousand people in a place that should host three hundred is violating human rights,” says Cavarzerani Giovanni Tonuttipresident of the non-profit organization Oikos of Udine. The parliamentarian Sabrina De Carlo (former M5s) recently visited the former Barracks denouncing, among other things, the inadequacy of the toilets. “A single, exhausting bathroom for every fifty people and places read from areas, even outdoors, where they were not foreseen ”, the association added in mid-September Guests arriving of Udine without fear of being denied. “There are people who, waiting for the decision on the application for international protection, stay there for years, prevented from integrating and working because of the contingent exits and so easy prey to micro-crime”, explains Tonutti. The alternative would be the SAI network, the ordinary system which opposes widespread acceptance to the concentration model of large centers, a more flexible but above all more humane solution, with results obtained. But Friuli Venezia Giulia remains tail light of the reception and integration system (SAI). “Out of the current total, here is the lowest percentage of SAI posts. And the highest number of people in the CAS ”, adds Tonutti, who asked the prefect of Udine “counter” calls for new availabilities as they are identified in the area, “avoiding mega calls from links of posts that often come to an end without an answer”. Last week the prefecture published an expression of interest for a hundred places in widespread reception with the aim of relieving Cavarzerani.
Without waiting to resolve the situation of Caverzerani, Udine will still have several weeks to see these one hundred places activated. In Trieste, on the other hand, the posts are those of Ics itself and of Caritas, which also manages Cas posts. I’m stuffed. “The situation is not very different from the usual, and in the last few weeks we have reached the current 30 or 50 day spent per day. Rather, the difficulties are useful to the ministry. which slowed down distributions to other regionswith longer time intervals between one and the other, ”he explains don Alessandro Amodeodirector of the Diocesan Foundation Caritas Trieste Onluswhich manages about 400 places in small structures, in addition toScout Hostel where the capacity of 180 places has been exceeded in these and about eighty weeks people are housed in tents installed by the prefecture two years ago now. “Soon I don’t see solutions for more places or other possibilities. The prefecture continues to make tenders to find organizations that can manage 100 or 200 places, but no one shows up because there are no places in Trieste, including the many former empty barracks but inaccessible because they have been devastated over time: I turned them over “, says Don Amodeo, who relaunches: “Need“.
Meanwhile, people are in the open. Those who can, like some Pakistanis, seek help from compatriots (131,000 in Italy, especially in the North), waiting for the date of the invitation to formalize the request for protection. “Which should happen within three days, but at the moment the appointments are for December“, Explains Schiavone of Ics. “The institutions, however, cannot turn away, if there are no places, a humanitarian intervention must be implemented, a temporary solution to remove people from the street and guarantee a recognized right by Legislative Decree 142/2015 art. 1 co. 2″. Since mid-July ICS has signed nine reports Sent to the Prefecture of Trieste and for information to the mayor, the competent councilors and the United Nations High Commissioner for Refugees (UNHCR). “A further 83 asylum seekers who arrived between 7 and 21 September were left without reception”, reads the report sent last Thursday. According to ICS, these 83 must be added to the other 275 applicants already nominally reported, with “at least 115 people who, as of today, have been in the open for 30 days“. And if for the prefecture of Trieste the situation is “in the process of gradual normalization”, for ICS we are in worse shape than at the beginning of September, because in addition to the new arrivals, “a much higher number of applicants who have accessed the asylum procedure should be considered in Trieste”.
In 2021, the new asylum applications submitted throughout the European Union were 600 thousand, with an increase of 25 compared to 2020, the year of one hundred contractions of the pandemic (Eurostat data). Among Member States, with 53,000 applications (8.2%) Italy was in fourth place after Germany (27.7%), France (19.4%) and Spain (11.6%). Too much? The same Eurostat data from last year tells us that in Europe there are an average of 1,196 asylum seekers per million inhabitants. And in Italy, which is asking to overcome the Dublin regulation so that other countries do their part? The average is lower than the European one, so much so that to implement the redistribution to mention our country should welcome more applicants, not less. Is it possible that Italy is unable to comply with the law by guaranteeing assistance to asylum seekers who are just one in every thousand inhabitants? In Friuli Venezia Giulia the places in ordinary reception I’m just 282 against 3 thousand of Lombardy and Emilia Romagnai 4.5 thousand of the Sicilyi 2.8 thousand of the Calabria and the 2.5 thousand of Lazio.
“The mayor of Udine is hindering widespread reception in all ways, as per the electoral program”, says Tonutti of Oikos. So on the numbers of an underestimated reception compared to the needs, the slowdown in transfers by the Ministry of the Interior creates an emergency that should not exist. Which does not impose itself beyond the local news and which, however, forces the sick, injured and children to spend weeks in the open. Because? From the ministry of Luciana Lamorgese don’t get to your destination. With all due respect to Mario Draghi who asked his ministries for an “orderly” handover, Lamorges bequeathed a jammed transfer system and a serious violation of rights. Those who expect a change of pace, however, must pass that the center-right, including that of Friuli Venezia Giulia, always has widespread reception hindered in favor of the great extraordinary centers.
