The Territorial Council for Immigration chaired by the prefect of Siena, Maria Forte, met today at the Prefecture of Siena for the presentation of the final report of the IN.TE.SE project from the Asylum Migration and Integration Fund (FAMI) of the Ministry of the Interior, conceived and coordinated by the Prefecture of Siena and implemented by the social cooperative Pangea and by Carretera Central.
The complexity of the migrant reception system, and more specifically of the beneficiaries belonging to the so-called vulnerable categories, has, in fact, placed the Prefecture due to its role of guidance, control and coordination, in the need to define an integrated analysis of the presence of citizens foreigners in the province. The above with the aim not only of raising internal organizational and operational standards, but also of improving, also through linguistic and cultural mediation and the continuous updating of skills to public and private operators, the ability to relate and to communication with foreign users from third countries. Significant in this sense were the establishment of a “proximity front office” which has information filtering of the ut and the creation of specific integrated procedures for the timely verification of compliance, with particular reference to psychiatric frailty and addictions.
Another theme at the center of the project was the phenomenon of illegal hiring and the exploitation of migrants, with the aim of strengthening the information background of the employees in the field. To this end, specific thematic tables and training courses for all operators in the sector have been activated in recent months and a mobile unit has been operational, composed of specialized operators in the fields of psychology, anthropology and work, which went to the CAS in order to intercept, also through interviews with asylum seekers, any undeclared work phenomena.
In the wake of the analysis of the phenomenon and in implementation of the memorandum of understanding signed on 14 July 2021 by the Departments of the Interior, Labor and Social Policies, Agricultural, Food and Forestry Policies and by ANCI, for prevention and the Prefecture of Siena was then established, in support of the Territorial Council for Immigration, the permanent provincial table on the prevention and contrast to labor exploitation, as a point of connection and reference for the monitoring of the phenomenon and the analysis of the needs that can be detected locally.
At the conclusion of the work, the Prefect thanked all the entities in the field that made it possible to achieve very ambitious objectives. “It is now necessary to fund – said Maria Forte – to carry out a summary of the work carried out so far and to project forward by elaborating, if possible, a new project from the Asylum, Migration and Integration Fund (FAMI) of the Ministry of the Interior, taking into account that the current one has made it possible to create a “network” between the various subjects active in the sector of assistance reception, improving the services rendered to users also thanks to the development of new professionals in our area “.
