Zurich votes on this – the overview
In the city and canton, voters will decide on several controversial proposals today, Sunday. The polls close at 12 noon.
On BundAHV, animal husbandry, value-added tax and withholding tax all have a say. In the canton of Zurich, this Sunday’s ballot is also about taxation, but “only” about that of major shareholders. Another topic is the so-called circular economy.
The city is about to make decisions that affect the students and their parents. Voters are also concerned with the major issue of affordable housing. Specifically, it’s about the day school and how much it can cost, a school building and whether the SBB should be persuaded to cede land to the city so that more “affordable” living space can be created. A social utopia is also up for debate.
Below is a brief description of all the templates and the slogans of the parties.
Canton of Zurich: Circular Economy
“The canton and municipalities create favorable framework conditions for the careful use of raw materials, materials and goods and for the closure of material cycles.” This sentence is to be included in the cantonal constitution. The authorities are asked to take concrete measures to reduce waste. Recycling should also be promoted. The new constitutional article is the cantonal council’s tightened counter-proposal to the “circulatory initiative” of the Young Greens, who have withdrawn their popular initiative.

GeAccording to the AL popular initiative “No tax breaks for major shareholders”, people who hold more than 10 percent of the shares in a company should pay more income tax. Specifically, the annual dividend paid to them for state and municipal taxes should be taxed at 70 percent instead of the previous 50 percent. That would bring the canton and the municipalities 40 million additional tax revenues. In terms of federal taxes, 70 percent of dividends from major shareholders are taxed. City of Zurich: Neugasse Initiative
The SBB want to demolish their railway depot on the Neugasse site in district 5 and build a housing estate with 375 new apartments. A deal with the city stipulates that a third of the apartments should be non-profit, i.e. cheap. Another third is to be affordable for a limited period until the end of 2070, and a third is to be rented at market prices. The initiative “One Europaallee is enough – now buy the SBB area Neugasse” demands that the city buys the site or has building rights so that all apartments can be offered cheaply. The SBB reject both a land sale and the building permit solution.

City of Zurich: Basic income pilot project
The popular initiative “Scientific Basic Income Pilot Project” wants a group of city dwellers – the initiators speak of 500 people – to receive an unconditional basic income of CHF 2,500 to 3,000 for at least 36 months. The experiment should be scientifically accompanied and answer the question of whether a basic income makes people lazy. The city should bear the costs of 15 to 20 million francs for three years.

City of Zurich: day school – agreement on principles
The day school is currently being tested in 30 school buildings. From 2023, the model is to be finally introduced in stages up to the school year 2030/31 in all schools of the municipal elementary school. This requires a change in the municipal code. In the day school, the children and young people from the 2nd year of kindergarten stay at school for certain block times and at lunchtime if they have lessons in the afternoon. The offer is voluntary. The concrete design of the day school is regulated in an ordinance, which is voted on separately.

There are two variants for the design of the day school. The city council has proposed a model that costs 75 million francs a year. The municipal council has made the offer more generous – it costs 126 million. The additional costs in the second variant arise because the parents pay less for lunch themselves (6 instead of 9 francs), the city subsidizes more and the schools offer longer childcare times.

City of Zurich: Sek-Schulhaus Im Isengrind
The number of students is growing. Therefore, a new secondary school is to be built on an undeveloped area next to the primary school in Im Isengrind in Unteraffoltern. They should offer space for twenty classes with around 440 pupils and two classes with around 20 pupils from the curative education school. In addition, a double sports hall, new outdoor facilities, catering rooms for the primary school and rooms for the music school conservatory are planned. Commissioning is planned for summer 2025. Cost: CHF 80.6 million.
