Near Toulouse. Dogs were chained or locked up: a breeding horror dismantled

They were held in appalling conditions. On Friday September 23, 2022, Samuel Vuelta-Simon, the public prosecutor of Toulouse, announced the rescue of 53 dogs in a farm of Beaumont sur Lezenear Toulouse.
A first check alerts the authorities
Restart everything at the end of 2021, when the services of the Departmental Directorate for the Protection of Populations of Haute-Garonne (DDPP 31) carry out a check on this individual.
“It emerged from the check that the person was in possession of several dozen dogs, the number of which was only growing, which were kept in conditions that did not allow them to meet their primary needs. Several major breaches of the regulations were noted by the DDPP, which put the interested party on notice to reduce the number of animals to 9.
After this check, the Toulouse prosecutor’s office seized the gendarmes of the community of brigades of Carbonne. “Heard initially for the fines of ill-treatment of captive animals, the respondent declared that he was going to comply with the regulations”. Spoiler: that was not the case, quite the contrary…
Locked up and chained dogs
The situation having worsened with the presence of more and more dogs, the veterinary services of the DDPP, supported by the gendarmerie, went to the scene on Wednesday 21 September.
On the spot, they discovered a scene of horror: “53 dogs, including 7 puppies, detained in undignified conditions (21 dogs in three enclosures, 2 chained dogs, 6 dogs in a truck, 6 dogs in an Algeco, 6 dogs in two caravans and the rest wandering, including the 7 puppies)”, details the magistrate.
Animals handed over to the SPA
“The lasting lack of care for an animal adapted to its basic needs such as food, care, accommodation conditions assimilated being legally an abandonment”, the man was placed in police custody for “animal abandonment” and “operation of a facility classified for the protection of the environment non-compliant despite formal notice”.
Tried in the form of the Appearance on Prior Recognition of Guilt (CRPC), the famous “plea-guilty”, he was sentenced to “a 10-month suspended prison sentence, and a ban on keeping an animal for 12 months », announces Samuel Vuelta-Simon.
The animals were confiscated and handed over to the SPA in order to be immediately offered for adoption.
