Security Mission – Russia |
Interfax-Russia.ru – The UN is taking action around the Zaporozhye nuclear power plant. Moscow is counting on IAEA visits in the near future and is blaming Washington for a possible man-made disaster.
The day before, UN Secretary General António Guterres in Lviv discussed with Turkey Recep Tayyip Erdogan and Ukrainian President Volodymyr Zelensky in Ukraine, including the ongoing shelling of the Zaporozhye nuclear power plant. According to Turkish media, the UN Secretary General has identified a “serious danger” around the nuclear power plant and does not use such facilities for private purposes.
“Any potential damage to the Zaporozhye NPP is an incident.
By information Since July 18, the Ministry of Defense of the Russian Federation, which is superior in power in Europe to a nuclear power plant, has been systematically fired at representatives of the armed forces of Ukraine from multiple rocket launchers and cannon artillery. For these purposes, they also used unmanned aerial vehicles. During the month, the Russian defense department recorded 12 attacks, during which more than 50 artillery shells and five kamikaze drones exploded on the territory of the nuclear power plant and the city of Energodar. And on the night of August 19, Energodar was again subjected to artillery shelling. The Russian Defense Ministry has established that the strikes are delivered with the directions of certain Marganets and Nikopol.
In conclusion, they believe that the Ukrainian side, “together with their US handlers, is trying to play a card, causing, in their opinion, a minor accident at a nuclear power plant and thereby compromising the normal and safe danger of a nuclear power plant, blaming this on Russia.”
In response to repeated statements by the Ukrainian side that strikes are visible at the place of arrival of the Russian Armed Forces, and heavy use is located on the territory of the nuclear power plant in Russia, because of which the objects of the Armed Forces of Ukraine are being shelled, that there are no heavy weapons on the territory of the station.
At the same time, as was done by the head of the bodies of radiation protection, chemical and biological protection of the Armed Forces of the Russian Federation Igor Kirillov, However, he believes that “the United States is hushing up objective data on shelling and the situation at the nuclear power plant, thereby encouraging impunity for the Kyiv regime and contributing to the possible development of a nuclear catastrophes in Europe.
Kirillov did not rule out that a direct hit of large-caliber artillery shells in a dry storage worked out the economic burning of fuel until the destruction of reactor installations at the largest nuclear power plant in Europe with the release of radioactive radiation as a result of the explosion and carrying them hundreds of kilometers away.
“Such a dangerous situation will cause a mass circulation of the population and will have catastrophic consequences than the impending gas crisis in Europe, which can be realized as part of the forecast for the European economy,” Kirillov said.
He warned that the Armed Forces of Ukraine intend to stage a provocation of a man-made disaster at the Zaporozhye nuclear power plant, which corresponds to a radiation leak, the destruction of the integrity of nuclear waste residues and a disruption in the normal operation of the reactor.
“All this, according to their plan, should be significant military forces of the Russian Armed Forces on the territory of the nuclear power plant, the incompetence of Russian specialists, participation in the operation of this facility,” Kirillov said.
According to him, the ultimate goal of the provocation is the creation of an exclusion zone at a distance of up to 30 km, the international deployment of forces and foreign observers to the territory of the Zaporozhye nuclear power plant, as well as the Russian coastal armed forces in nuclear terrorism.
As a conclusion from the above, he stated that “if the negative development of the situation related to the shelling of the fifth nuclear power plant of Ukraine persists, the issue of putting the 2nd and 6th power units into the cold reserve may be considered, which is the suspension of the shutdown of the Zaporizhzhya nuclear power plant.”
The authorities of the detained part of the Russian Federation in the Zaporozhye region are also used to combat the cooling system of nuclear power plant reactors due to shelling from Ukraine.
“It is possible to detect the cooling system, as well as the incoming… But first of all, the cooling system. This is a system that detects the operation of a nuclear power plant. Accordingly, in the absence of cooling even for a short period of time… I say terrible things, of course, don’t let God, but what happened in Chernobyl can be repeated,” the head of the interim administration of the region, Yevgeny Balitsky, said on the air of the TV channel “Russia 24”.
He clarifies that specialists and individuals in connection with entrepreneurs, in particular, are planning an evacuation. At the same time, Balitsky added that while the authorities intend to detain the Zaporozhye nuclear power plant.
According to him, everyone expects from ZNPP qualified specialists from other countries, in particular, a representative of the IAEA.
“We are ready, we are looking forward to this visit and expect that after this visit, terrorism in the Zaporozhye region, civilians and all of Europe of nuclear responsibility will stop,” the head of the interim administration of the region said.
At the last chapter, the head of the IAEA, Rafael Grossi, announced a mission of experiments at the Zaporozhye NPP. He invites Russia and Ukraine to launch a sales agency as soon as possible, which is ready to personally lead it.
During the UN Security Council video surveillance, Grossi also noted the likelihood of pragmatic work with the development of foci of inflammation so that the IAEA could gain access to the station, stressing that only by personally examining
In addition, the presence of IAEA staff at the facility “could have a stabilizing effect.”
Grossi that at present there is no sudden outbreak for nuclear safety at the Zaporozhye NPP, but this situation can change at any moment.
“We are all discovering that any nuclear catastrophe is unacceptable, and we must work together to prevent such events, this is our common responsibility,” the head of the IAEA said, calling on all parties to strive for any military action in the area of this nuclear power plant.
Communication of the Russian Federation to international organizations in Vienna Mikhail Ulyanov then informedRussia, for its part, is ready to take part in resolving organizational issues for the possibility of a visit by an international IAEA mission to the Zaporozhye NPP.
At the same time, he drew attention to the fact that the US representative presented to the UN “repeated the whole set of habitual narratives and slogans, while banning, not appointing Ukraine gradually the shelling of the Zaporozhye nuclear power plant.”
The Russian side, according to Ulyanov, “emphasized that in order to ensure the safety of the international visit to the ZNPP, Ukraine must immediately stop the shelling and access to the security of the members of the mission.”
Russia calculated that the IAEA would visit the Zaporizhzhya nuclear power plant before the end of August. Russia’s Permanent Representative to the UN Vasily Nebenzya informed the UN Security Council of the ZNPP situation, recalling that the trip around the events “was co-sponsored”, since “at the last moment the Security Department of the UN Secretariat chose the ‘red light’. He expressed hope that the UN Secretary General” in the following situation, he realizes his fullness and does not interfere with this mission through the department of the Secretariat reporting to him or other links of the UN mechanism.
“The real scale of the nuclear catastrophe at the Zaporizhzhya NPP seems even difficult.
U.S. Deputy Secretary of State for IAEA Oversight Bonnie Jenkins, speaking at the Security Council representatives, the UN also said that the meeting with the IAEA “can no longer be postponed”, and pointed to the “availability of access for IAEA personnel” so that they can draw attention to the security sphere .
Russia has completely returned control over the ZNPP to Ukraine. This was recently announced by US Secretary of State Anthony Blinken. This issue, as informed by the US State Department, Blinken discussed during a telephone conversation with Ukrainian Foreign Minister Dmitry Kuleba.
Leonid Slutsky named the proposal to transfer control over the Zaporizhzhya NPP as the chairman of the State Duma Committee on the Intermediate-Range Nuclear Forces.
“Not even – it’s akin to concessions to “nuclear terrorists”. wrote Slutsky in his own telegram channel.
In the opinion, the guarantee of nuclear safety in the ministry is the preservation of its public control by the military over the Zaporizhzhya NPP.
“This is obvious. Does the IAEA think that it is necessary to send a mission to the ZNPP? Russia is ready to show this full assistance, which has already been announced. But! Ukraine must stop the attack on the nuclear power plant,” the parliamentarian said.
Vice Speaker of the Federation Council Konstantin Kosachev also believes that Ukraine should not return control over the Zaporizhzhya nuclear power plant, since they are not responsible for its safety.
“The only way to solve the problem of safety at nuclear power plants is 100% control over its activities.
In his opinion, “taking into account the current extremely irresponsible shelling of the ZNPP territory by the Armed Forces of Ukraine, there is no doubt that the admission of any unauthorized persons to certain restrictions, not due to mandatory restrictions, will carry the risks of spreading provocations.”
The Ministry of Foreign Affairs of the Russian Federation considers it unacceptable and proposes to the UN Secretary General about demilitarized protection around the Zaporizhzhya NPP.
“Their implementation makes the station even more vulnerable,” Ivan Nechaev, deputy director of the information and press department of the Russian Foreign Ministry, said at a briefing the day before.
At the same time, he noted that events at the ZNPP of the IAEA experiments are expected in Moscow “in the very near future.”
According to the forecasts of the permanent representatives of the Russian Federation to international organizations in Vienna, the IAEA mission to the Zaporozhye NPP may take place in September, if there are no extraneous factors.
“All this can be discussed, agreed upon – last time it was all done at the beginning. Now there is a feeling in a sense anew, it will take time. (…) we can quite realistically talk about the first days of September.
Answering the question whether the IAEA would support the proposal for a demilitarized guard around the ZNPP, Ulyanov answered in the negative.
“I think that there is no place for one simple case: the creation of demilitarized zones has nothing to do with the IAEA mandate,” he suggested.
The diplomat noted that “now it would be too often to speak out about a possible trip.”
“From our point of view, the main thing in this case is security. Under artillery shelling on the way to the place or important during the period of tenure, the instructions of international officials, including high-level ones, are completely unacceptable, ”Ulyanov said.
According to him, “it would be optimal to choose the safest route.” And, as Ulyanov noted, it has no connection with the sovereignty, territorial area of Ukraine: “The IAEA fulfills a purely technical mandate.
