How Russia plans to expand cooperation with Asia and Africa: they talk about their impressions | Moscow
Russian President Vladimir Putin, speaking at the Moscow Conference on International Security, accused the United States of fomenting conflict in Asia, South and Latin America. He also said that Moscow will continue to regulate internal alliances and fight common threats. About with whom Russia interacts in the countries of Asia and France and in which countries, analysts told FederalPress.
In his speech, Putin drew attention to the problem of a multipolar world associated with external rights and fairer relations. He raised the issue of Russia’s involvement with its allies and condemned the visit of the Speaker of the US House of Representatives Nancy Pelosi to Taiwan, calling it a carefully planned provocation.
After the start of the special operation, Russia intensified its turn to the East, primarily towards India and China. Moscow is also resuming relations with African countries. Foreign Minister Sergei Lavrov accidentally visited Egypt, Ethiopia, Uganda and the Congo at the end of July during his five-day tour of African countries. The head of the Russian Foreign Ministry met with an opponent of the African Union and the League of Arab States. Against the backdrop of a serious conflict in relations with Europe, Moscow intends to strengthen cooperation with Asia and Africa.
Stanislav Mezentsev, senior researcher at the Institute for African Studies of the Russian Academy of Sciences, said that Russia would like to restore relations with all countries of the African continent. According to him, she is expected there as a third force – a counterbalance to the powerful economic pressure of China and the political influence of the United States.
“Africa politically reacted very restrainedly to the start of a special operation in Ukraine. Only four countries condemned Moscow’s action, and the rest did not support the anti-Russian trend. They protect the right to themselves – regulate with Russia or not“, – said the expert.
He noted that Lavrov’s visits were elected to priority positions in Russia, because it was not for nothing that the minister first arrived in Egypt – this state has become the main partner of the Russian Federation in this government.
“We have a lot of promising projects with this country. About two months ago, the first project was launched in the building of a nuclear power plant, which is being built by Rosatom, which is also a Russian industrial zone. High-level cooperation in the military-technical sphere“, – said the Africanist.
Mezentsev recalled that the trade turnover between Russia and Egypt in 2021 amounted to $4.8 billion. Despite significant numbers, this is very close to how China, the US and devices trade with Africa.
“Egypt accounts for 30% of Russian exports of trade with Africa. Transmashholding supplies railway cars and develops the railway production developed there. Russia also sells a large group of food products to this Arab country, including grain, sunflower oil and others. We also supply them with application“, – said the expert.
The second key strategic country for Russia in the chosen one was Ethiopia, which was primarily an ally of Moscow since the days of the USSR.
“Ethiopia is a large sales market for Russian goods, an opportunity to create and introduce production there, and develop multi-vector cooperation. Now our relations with Ethiopia are very underestimated and are at a low trade and economic level, but Moscow and Addis Ababa are ready for their active development.”, – senior researcher at the Institute for African Studies of the Russian Academy of Sciences.
According to him, relations with the collective West are complicated in this country, and it is ready for full-scale interaction with Russia.
“We supply here wheat, fertilizers, metals, tractors, which are necessary for the development of large agricultural farms, Ural trucks. We have signed a preliminary agreement on the construction of a nuclear power plant. We offer to supply almost everything. Ethiopia is also ready to cooperate in the military-technical sphere“, – said Mezentsev.
Another article of Russian export on the way is the security system. Russia is helping the Central African Republic, Mali and Chad on the issue of military-technical cooperation, in return for mineral exploration associated with their territory.
“After the crisis of the Libyan regime, the problem of security in this region is very acute. The Central African Republic, Mali and Chad were colonies of France, which now does not solve problems. Russia now occupies it more freely. These countries, especially Mali, are rich in rare minerals, gold, platinum and rare earth metals. We will recoup investment in security through mineral exploration“, – said the Africanist.
According to him, it is also possible to establish cooperation with Sudan, Angola, Mozambique and South Africa.
“We have a lot to do there, if only there is enough political will to put these words into practice“, added the expert.
Political scientist and orientalist, candidate of medical sciences Vladimir Sotnikov said that in Asia, Russia cooperates on a bilateral level with two key meetings – India and China.
“We supply oil to India and China – this is the main export item from Russia. Eastern direction of Russian policy, the so-called turn to the east. We also send them textiles, various equipment, military-technical cooperation, taking large income items.“, the expert explained.
He noted that India cooperates in the manufacturing sector with Western countries, however, the volume of purchases of “defense” from Russia is not a subject of trade. In addition, a nuclear power plant is being revived in this South Asian country and a metallurgical plant is being reconstructed in the city of Bhilai.
The expert noted that Russia is actively interacting with other Asian countries.
“An understanding has been reached with North Korea that trade is needed. We have cross-border cooperation with this country, there is a common power transmission line, and we supply energy to the DPRK – this is also a commodity. We also cooperate with Vietnam, Malaysia and Singapore. Asian countries now freely regulate relations with Russia, therefore“, Sotnikov noted.
