Recycling, in this case that of glass, is good for the environment and the planet, but it can also have perverse effects locally… In the Montredon district, near the Lavaur road, local residents from a collection transit site of the metropolis, are at their wit’s end. Victims of daily nuisances. “There is the noise, the vibrations of the ground, the dust, the claps of thunder from the dumpsters deposited and it starts every day at 5 a.m.”, explains Rodolphe Cassan, who despairs of being able to enjoy his garden.
The hell began 3 years ago, when the Carcano company, which had then obtained the market for the recovery of glass in the metropolis, settled on the spot to store the collection before directing towards the Briane glassworks in the Tarn where it is recycled. “Since that time, we have observed that the noise exceeded the authorized sound thresholds and that the factory was working completely illegally”, underlines Rodolphe Cassan.
The company given formal notice
A problem that Xavier Rivière-Debruyne, the representative of the company Mineris, shareholder of Carcano, does not deny. “The measures that have been taken are indeed not in accordance with the legislation and we have started work to plan the ground so that the dumpsters make less noise, but we realized that it did not change much”, admits -he.
In fact, with daily norias of six 26-ton trucks and a 44-ton truck, that’s a lot of skips to load under the windows of local residents.
Last fall, the Regional Department for the Environment, Planning and Housing, after further checks, gave the Carcano company formal notice to carry out corrective actions. He decided to purely and simply move the activities of the site, on condition of finding, not far from the A 68 motorway towards Albi, a new land to settle there. Which is not easy. “Our only objective, he pleads, is to be in compliance with the Environmental Code, but for the moment we have not found anything to rent or buy. We have to do with the neighborhood or the Buildings in France and suitable places are not legion…”
In the meantime, the Carcano company has made an effort by not starting its activities until 7 am, even if it means losing profitability. A pledge of goodwill.
