EU funds and the Genoa model. Saccone’s social recipe for growth
The UDC senator: “The wildcard is to spend EU funds well: to do this, you need to take the Genoa model as an example, where a bridge was built in a year and a half”. We need a preferential lane while maintaining compliance with the laws
The wildcard for Italy is found, as well as in the victory of the center-right in the elections, says a Formiche.net the UDC senator Antonio Saccone, in the use of European funds: to be able to do this, we must take the Genoa model as an example, where in a year and a half a bridge was built without having to wait for the impact, the bodies in charge, or the superintendence. We need a fast track while maintaining compliance with the law, he notes.
Welfare state and the needy: how to implement the center-right program?
There are enough resources, the problem is to optimize public spending. We have many items of expenditure in the budget every year that unfortunately are ineffective or unproductive. So a first search for resources should come from the budget. The other important issue is to relaunch the economy. That is, we cannot think of helping the last ones always and only in debt. This is not possible because unfortunately the debt is not unlimited and therefore the GDP must grow. If we do not do it, it is enough to help those who are most in need.
And then?
Streamlining of bureaucratic procedures and facilitating young people under 35: today in London in 24 hours the Municipality gives all the authorizations, while in Italy it passes from six to eight months. So in this sense we need a Copernican revolution between the protocol of the relationship between the State, the public body and the citizen. It takes a relationship of trust. I trust my citizen based on what he claims. Then if you make a mistake, obviously there is no friend of the friend who saves you. So, in my view, you have to invest a lot in the economy to be able to grow GDP.
Seniors and pensions: what to propose?
We also wanted the valuation of disability allowances, not pension, that is, those checks that are more or less from € 250 per month: we asked the allies to enter an evaluation. More or less an increase of € 100 was expected, equal to 2 billion. Alongside this, we need to support businesses and private initiatives, without forgetting the third main channel of European funds. That is, Europe can be a great flywheel if you are able to spend that money.
How to promote the national infrastructure and the implementation of the NRP when some Italian regions have not been able to spend the classic European funds up to now?
The Italian average, today, is around 50-55%, so at the end of the seven-year period almost 40% of these resources are unfortunately forced to return them. In Brussels, the Spaniards, the Poles, even the Hungarians take advantage of this. And to be able to do this, we need to take the Genoa model as an example, where in a year and a half a bridge was built without having to wait for the impact, or the bodies in charge, or the Superintendence. We need a preferential lane while maintaining compliance with the laws. But it is not possible to wait for everyone to express themselves because there is a risk of lengthening the times of realization.
Gas and energy: how important are the ideological no?
The regasifiers are a strategic point of relaunch as regards consumption, the containment of energy costs and gas. Unfortunately, we have to wait for the last opinion of the last district committee. We risk not producing anything and in the end we always complain about the carotte. The lane to take is that of acceleration and bureaucratic streamlining.
To calm the prices of basic necessities, how can VAT be reduced?
I am of the opinion that every maneuver must be covered otherwise we risk going against the dictates of the European Union. To be able to do this, in my opinion, it is necessary to draw from the folds of the state budget. There are now more or less 400 state agencies that do not perform any function. Why not really start closing them with a staff distribution? But let’s be careful, because here there is the risk that today the Italian GDP is still high, despite the various uncertainties, but it is indisputable that in the autumn we will have a complicated situation regarding the interest rate, for which we will even be in a situation of 10 and not growth: the worst of the economic evils is stagflation. So we have to pay close attention to the run-up, the rise in wages and prices. We then risk fueling, if there is no good GDP, even stagflation.
Italy is doing less and less: as children, families and birth rates?
Not only support in words, but permits, financial contributions to numerous families, passing through the necessary job protection for those who become parents, fathers and mothers. In this way from a response to the zero birth rate in which the country finds itself, aspire it from a social point of view. Just two pennies are not enough, we need a new fabric in which to grow our values.
