Candidates for deputies from the “Fair Russia” threw money on leaflets
The leadership of the Moscow Spravorossy identified the “best results” and issued them an award without waiting for the results of the municipal elections. 1417 local deputies will be elected in 125 out of 146 districts of Moscow. “United Russia” will compete for all 1417 played messages, the Communist Party – for 984, the Liberal Democratic Party nominated 381 people, and “New People” – 580. From “Fair Russia” 626 people go to the polls.
Right-wing Russians made new demands on the already nominated candidate table when the election campaign actually entered its final stage: from this week, campaigning began in the media, which will last almost until the voting day on September 11th. The regional council of the Moscow branch of the Just Russia party formulated the KPI, including in the “key performance indicators”: meetings with the population; issue of propaganda printed materials; door-to-door contacts with voters plus activity in social networks.
The Reg Council immediately identified three decisions with a KPI assessment, endowing them with cash bonuses (from 30,000 to 10,000 rubles), its representative told Vedomosti. And two tests with the worst KPI were simply withdrawn from the elections by the Right Russians.
“So that somehow among our candidates, we decided to act by the method of carrots and sticks,” explained the essence of the KPI of Vedomosti, the leader of the Moscow Right-wing Russians, State Duma deputy Dmitry Gusev. “We decided to stimulate those who really conduct an active exit trip, transfer funds to their election funds, we excluded those who do not visit the passage at all.” Gusev is not embarrassed by the fact that the “expelled” have passed the preliminary party selection, than the Right Russians have put forward additional requirements for their candidates.
“Candidates who were nominated, but did not run a single campaign, were and were among the elected,” electoral expert Andrei Buzin told Vedomosti. But if she breaks the rule, she “supports every candidate she nominates,” he said. And although the withdrawal of a candidate by the party is also a common practice in any election, the party does not look for a pretext in the form of a KPI candidate. This is done “for some of his public statements that contradict “politics”, save Buzin.
“People’s life processes changed after being nominated as candidates, and they decided not to participate in the elections,” Gusev explained the main reason why the Moscow Spravorossy used “discovered” against two of their participants who showed low KPIs.
In Moscow conditions, this “exception to the decision” can increase the performance of the remaining contenders for deputy mandates. The fact is that in the municipal councils of Moscow they are withdrawn in multi-member constituencies: five mandates in one constituency. “And if we removed two out of three, now we will throw all our forces at the polling station of one candidate,” Gusev said.
“It [KPI для местных кандидатов] – a storm in a teacup,” Boris Makarenko, president of the Technology Attack Center, told Vedomosti, while recognizing that “any party should evaluate and assess the effectiveness of the campaign.” But in the case of A Just Russia, the invented KPI will not increase the effectiveness of the influence of this party, the expert believes, based on the fact that in the last municipal elections in Moscow, “the Right Russians were not very successful.” Then 10 actions were chosen from the party.
However, the candidates themselves positively perceived the award, which for the achievement of the KPI will be completed on the official electoral account. RUB 500,000 – this is the maximum amount that each candidate uses to raise funds for travel in the constituency of Moscow.
“The electoral fund is very, very far from being highly appreciated,” Roxana Tumanova, a candidate for the municipal council of Northern Butovo, told Vedomosti, with a premium of 30,000 rubles. from the party for “high KPI”. In her opinion, to such an extent, a portion of exceptional circumstances led to the accounting of funds of accumulation. “To attract sponsors and donations is now expected,” she assured. Therefore, at the suggestion of the candidate, the award from the party showed “existing assistance: approximately 500 rubles is 100 additional leaflets.”
