“It’s a decision that relieves us, we experienced our relegation as an injustice.” Morad Badaoui, the president of Juventus de Papus, a neighborhood club in the Pink City, welcomed as a great success the decision rendered by the CNOSF, Friday evening, in the conflict between the Toulouse club and the Occitanie League via the Federation. But demotions that occurred in the upper divisions (N2 and N3) in June necessitated the need to bring down an additional club from Regional 1 to Regional 2. Three clubs were therefore concerned: Vendargues (pool A), Juventus de Papus ( pool B) and Salies Mane (pool C). It was necessary to designate the worst tenth. And this is where the conflict will arise. “There is article 88 paragraph 2 of the general regulations of the Occitanie League which provides for the case”, decrypts Anne-Marie Denat. “Either the League organizes a mini-championship taking into account the results obtained between the teams ranked 10 to 14 in each of the pools, which gives a total of points, or the quotient rule is applied if there is a different number meetings between the teams concerned.
“Enforce the quotient rule”
If the rule of the mini-championship was returned to Juventus de Papus, that of the quotient condemned Vendargues. But the Occitanie League opted for the mini-championship. “In pool B and C we were 14 clubs in the running, but there were only 13 in pool A. And the League chose to take into account the results with the team ranked 9th in this pool A”, continues Anne-Marie Denat. “Which is against the regulations because there is a disputed match difference. It is the quotient rule that must be applied hence our action.”
The Toulouse club therefore appealed to the authorities of the French Federation, which in its minutes of July 20 agreed with the Ligue Occitanie. “We therefore seized the CNOSF which rendered its decision on August 11 and which asks the FFF to intercede with the Occitanie League to apply the rule of the quotient and therefore reintegrate us into Regional 1”, continues the secretary of Juventus of Papus. “It’s a very important decision for our club, for all its licensees”, insists Morad Badaoui. “We are a neighborhood club, we invest in young people, it goes beyond football. And it’s wonderful to find ourselves evaluating in Regional 1, at the gates of the National.”
The ball is now in the court of the FFF and the Occitanie League to put Juventus de Papus in its place as quickly as possible.
