While the conflict in Ukraine is bogged down, Luxembourg has been working for several months to house these thousands of refugees in reception structures, which is far from being an easy task. And for good reason, the reception structures lack places. Last I heard, these were about 96% occupied with 3,832 people. 82 different nationalities currently live in these structures, including 1,237 Ukrainians.
The latter will continue to submit applications for temporary protection, which means that they do not have to go through all the stages of the usual asylum procedure.
194 Ukrainian refugee applications
This status allows them, among other things, to obtain a work permit in Luxembourg. This regime applies to all people who were living in Ukraine when the conflict broke out, including non-Ukrainians. If since the beginning of the war, the Directorate of Immigration has had a lot to do. That said, the situation is gradually calming down. And for good reason, there were almost half as many applications for temporary protection.
In concrete terms, a total of 226 requests were submitted during the month of July. Of these, 194 concern Ukrainian refugees (compared to 370 the previous month), 5 others concern Nigerians, the 27 other nationalities are not specified. 198 of them were accepted for the same month. In total, no less than 4,293 Ukrainians have requested such a request since the beginning of the conflict, which represents 94.1% of all the procedures generated.
However, Ukrainians wishing to find a job in the Grand Duchy seem to face several difficulties. Indeed, if one out of five Ukrainian refugees is registered with Adem, only 7% have managed to find a job.
With regard to applications for international protection, these seem to be returning to their pre-pandemic level. Remember that this status grants its beneficiary a residence permit valid for 5 years. 177 requests were made in July 2022 (compared to 103 for the same month in 2021 and 94 in 2020). 55 requests concern Syrians, 31 requests come from Eritreans while 17 concern Afghans. On average, half of the requests are accepted.
