Deputies of the State Duma have developed a draft law providing for the introduction of a preferential procedure for importing cars from abroad. Some categories of citizens can reduce the amount paid in the form of customs duties.
The State Duma will soon consider the draft federal legislation “On the temporary procedure for the reimbursement of customs duties.” “After the release of appeals into circulation, paid at customs declaration, the payment for the payment of the payment in respect of wheel funds, in the amount of 50%, settled and implied reimbursement from the Federal budget.“, the document says.
The report states that the right to a refund of half of the amount paid in the form of customs duty is given to parents or adoptive parents in large families, as well as war veterans. Use the preferential category of employees only once. It is assumed that the new procedure for customs clearance of cars will come into force on January 1, 2023 and will be valid for 12 months. However, this period may be extended by decision of the Russian Federation.
“Currently, the Russian Federation does not use passenger vehicles with six or more seats, equipped with additional means to ensure the safety of children. Importing cars from abroad is also difficult. Currently, customs duties on transactions with cars amount to 54% of the value of shares.“, – the explanatory note to the document says.
“There are similar benefits, for example, for the disabled and those with many children, in Belarus, but there is a certain specification. Once a year, they can invest in cargo for the mass of the country and pay 50% of the taxes and customs duties due. In fairness, it should be noted that this scheme is often used to underestimate the cost of used vehicles. After all, most of these cars are then resold in Russia“, – said one of the authors of the review, the head of the association “Fair Russia – For the Truth” Sergei Mironov. According to him, a 50% exemption for the payment of customs duties will apply to both new and delayed cars. These norms are low prices for cars, the deputy is sure. He clarified that a referral was sent to the government for a response.
Experts’ opinions about the deputy’s initiative were divided. Anton Shaparin, vice-president of the territory of the automobile union, believes that the proposed benefits are a serious measure of support for veterans and large families.
“On an annualized basis, the new car market is down 60-70%. It is simply impossible to overcome such a drop without increasing imports. Customs rates – up to 54% of the price of the car – are actually protective. Without their reduction, car prices in the Russian Federation will be extremely high, and imports will be piecemeal. And most of all, this wins for large families: cars for them now in the Russian Federation simply do not fall out“, he explained.
But the partner of the analytical agency “AUTOSTAT” Igor Morzharetto believes that the introduction of customs benefits for certain categories of motorists can be abused. Similar benefits for active observations in the late 1990s and early 2000s, with various “gray” schemes for importing cars into our country, he recalled.
“There were schemes with the design of cars for “Afghans”, “Chernobyl victims” and immigrants. ordinary resellers are usually used, using the exemption for customs clearance of cars. It is likely that with the introduction of benefits for large families and veterans, these stories will again be“, he believes.
It seems that Sergey Burgazliev, an independent consultant on the automotive industry, also adheres to this. Veterans and families with many children are certainly in need, however, exceptional benefits are being supported for groups of the population that are not related in any way, he believes.
“some of the veterans and parents with many children will take advantage of the exclusive preferences of Opportunity and import a car for themselves at preferential customs duties. However, enterprising people who can use this scheme to transfer the resale of a car are very quickly issued, beneficiaries temporarily arrange it for themselves“, – says the expert.
