Kyiv – In the territories of Kherson and Zaporozhye Europe, not under the control of Ukraine, there will be no referendums and cannot be. This was stated in an interview with BBC News Ukraine by Mikhail Podolyak, adviser to the head of the presidential administration of Ukraine.
“Now with regard to referendums. It seems to me that this is a standard element of Russian propaganda. What they do: they throw in some topic and constantly scale it up, repeat and repeat. referendum, referendum. “Passports”, “passports”. Amnesty International, Amnesty International. Olenevka, Olenevka. They are scaling up obviously fake news,” Mikhail Podolyak said in an interview published on the BBC News Ukraine website on 9 August.
He said that “there will be no attack by the institutions of international law on the seizure of the territory and everything that Russia does there is a war crime.”
“Therefore, the word “referendum” is generally nonsense in the Kherson or Zaporozhye regions, in Donetsk and Lugansk. There will be no referendums there and cannot be. And we should not repeat this after them, because – I emphasize once again – this is a banal military occupation. These are banal occupiers who mock people, put them in cellars and kill them, organize filtration camps. Therefore, all the legal formulas that you are talking about are nonsense, ”specifically Mikhail Podolyak.
Ukrainian President Volodymyr Zelensky said in a video message on August 7 that Russia’s pseudo-referenda would close any possibility of a transition with Ukraine and the world.
“The position of our state remains the same as it was before: we will not resolve anything of our own, and if the occupiers follow the path of these pseudo-referendums, then they will close for themselves any possibility of negotiations with Ukraine and the free world, which in Russia the parties will definitely need in court order.” moment,” he said.
According to him, all who will be occupiers among random pseudo-referendums will fall before Ukraine.
During the first “frank and direct” conversation with Russian Foreign Minister Sergey Lavrov on the moments of the Russian invasion of Ukrainian territory, Secretary of State Anthony Blinken pointed out that the world would not accept Russia’s annexation of Ukrainian territory.
“It was very important that the Russians hear from us directly that this will not be accepted – and not only will it not be accepted, but there may be consequences for Russia,” the Secretary of State said on July 29.
Blinken said that Russia is preparing bogus referendums to get closer to the nearest “false providence that people in the regions of Ukraine in any way appear to be part of Russia.”
He added that such a vote made it easy for Russian President Vladimir Putin to move “to occupy as much Ukrainian territory as possible.”
The situation around the “referenda”
The Ukrainian and Russian press reports that there are activities in the occupied territory of Ukraine aimed at preparing “referendums”.
In the official Telegram channel of the Melitopol city administration of Ivan Fedorov (Zaporozhye region), it was unexpected on August 8 that “plans for holding a pseudo-referendum are on the verge of collapse – even at gunpoint in Russia there are not dozens of Melitopol residents.”
The August 9 letter says that representatives of the occupying power “threaten executions to those who do not agree with the position of the Kremlin. They want to start with teachers who refuse to educate children in the community program.”
In an interview with Present Time, the head of the Zaporozhye Regional Military Administration, Oleksandr Starukh, noted on August 9 that the current Ukrainian officials call the referendums that way and do not want to comment on the preparations for it – so as not to “raise the status” of the occupying forces and the “administrations” occupying them from among the collaborators.
At the same time, the head of the occupied part of the Zaporozhye region, Yevgeny Balitsky, who calls himself the “chairman” of the Russian administration of Zaporozhye, is adjacent to the pseudo-referend about the entry of the occupied part of the region into Russia. The Ukrainian service of Radio Liberty writes on August 8 that “previously there were reports that the Russian occupation administrations of the Kherson region and parts of Zaporozhye, created after the capture of regional detachments, signed documents on the creation of “election commissions”.”
Talk about “referenda” provoked by the Kremlin
Political scientist of the Ukrainian Club Vitaliy Litvinenko, who called the Russian pseudo-referendums in the occupied territories that did not change the borders of the country, recognized by the INF Treaty and created in 1991.
“Moreover, Russia recognized and agreed with the borders of Ukraine – and Crimea, Donetsk, these are all the borders of Ukraine,” says Vitaly Litvinenko Correspondent of the Russian service “Voice of America.
According to Vitaliy Litvinenko, one of the main arguments against holding the so-called referenda on the occupied territories is the position of the actions and the Armed Forces of Ukraine.
“In 2014, the so-called referendums in Crimea and then in the Donbass were also named, at which the revealed turnout was up to thirty percent. “Today, Ukraine’s position remains unchanged and tough, moreover, the Kremlin is advancing and talking about some kind of referenda, this plays along with the position,” Vitaly Litvinenko emphasized.
He develops that Ukraine has not forgotten about its citizens in the occupied territories, and is ready to support and understand those who have not become collaborators.
“There are not so many of them, our partisan movement in the occupied territories knows people. And if among ordinary citizens in order to communicate with the invaders in order to survive is one thing, but for those who became collaborators on purpose, they will be punished,” Vitaly Litvinenko said.
Impossible scenario for “referenda”
Political scientist Oleg Posternak believes that, for several reasons, we can say that Russia does not currently envisage a scenario for organizing a fake referendum.
“If we draw analogies with 2014 and the Donbass, then from the moment the “little green men” were discovered and the destructive processes in production began, the proxy formation of the so-called LDNR republics was proclaimed very quickly. Obviously, there was a case and a well-thought-out scenario in the Kremlin. As for the Kherson, Zaporozhye and Kharkiv regions, which are occupied, it is assumed there that there is no Oleg Posternak Correspondent of the Russian service “Voice of America”.
Oleg Posternak of the government that Russia was not ready to carry out and carry out any political and legal actions aimed at legitimizing the collaborating power in the occupied territories.
“In the plans of Ukraine, Russia was captured by a large part, one of the loyal politicians was appointed and returned to Ukraine in its own way,” Oleg Posternak said.
He believes that Russia’s goal in a special Ukraine in the negotiation process is to return the territories occupied since February 24, in exchange for the arrival of Crimea and Donbass.
“If this general idea of Putin has not been studied, then variants of pseudo-referenda are theoretically possible, but certain collaborators need them as a way to legitimize their representation and bandit interests,” added Oleg Posternak.
He believes that in Ukraine there is no importance for the majority of referendums – these are anti-constitutional actions for which responsibility is laid in accordance with the provisions of Ukraine.
