The recent tolling of the parking lot at Kaplanova Street in Roztyle, which PrahaIN.cz reported on Friday, has a historical background. The whole problem of local people today was born in 2010, when the Prague 11 town hall next to the then mayor Dalibor Mlejnský. And according to the locals and the current management of the South City, plots of land were sold at that time like on a conveyor belt. Today, the locals are mainly interested in whether there will be parking spaces and how big the development will be realized by the investor.
The case of the sudden charging of a parking lot, which for years served as one of the options for local car owners, stirred up local activists, but also the town hall and opposition politicians. Today, I am trying to find out what actually happened and what is behind the whole change, including the current management of Prague 11 City Hall.

“We’re really at that point now, we’re trying to agree on a meeting on Monday, and that’s where the council will solve this matter,” confirmed PrahaIN.cz Prague 11 Jiří Dohnal (Pirates), saying that he should have more detailed information about the current situation in Roztyle after the aforementioned meeting of the district council, which should also be attended by representatives of the investor. When asked by PrahaIN.cz, he also confirmed the fact that it is a plot of land where construction has been planned from the beginning. “The land was sold under the mayorship of Dalibor Mlejnský (at that time, ODS note author),” added Dohnal.
Bonds at the town hall
The current statutory representative of the land owner, the Selequne company, businessman Michael Kořínek, is also counting on the construction of apartments. He had previously rejected PrahaIN.cz’s request for ties to the Prague 1 town hall. The opposition drew attention to the fact that his company is based in a building where the Prague 11 Deputy Mayor for Territorial Development, Martin Sed (ODS), also owns units. He rejected ties to the company, saying that if the company is based at the same address, it is definitely not in any of the units in the house that belongs to him.
He bought the company already with the project
“I bought the Selequne company at a time when it already owned the mentioned plots of land and the housing project. I met with Mr. Sedek only a few times, and that only recently, purely for business reasons precisely because of our intention to build apartments on the site in question,” he said when asked by the editors, adding that the former owner of the company (now the deceased architect Vladimír Jedlička, author’s note) because of his knowledge of the project, he kept it in the company. He also noted that during the meeting, Deputy Mayor Sedeke was critical of the Selequne project from the position of the city district.
According to the deputy mayor Martin Sedeke, who owns the non-residential premises on the ground floor of the building at Legerov 78, the company Selequne is apparently located in the attic that belonged to the deceased original owner.
“I know it’s in Legerov, but I don’t even know which house it is, I can immediately transfer the headquarters of the company to my premises in Hloubětín, where I do business. If there were any ties before I joined the company, I don’t know about it,” Kořínek told PrahaIN.cz.
They pulled the project out of their sleeve
The opposition Movement for Prague 11 should ensure the possible ties of the Selequne company to the town hall, but during the period when Martin Sedeke was not in the Prague 11 council and the company belonged to the original owner. And as confirmed by PrahaIN.cz’s findings from the commercial register, it may not be far from the truth . The company Selequne was founded in the fall of 2009, and just a few months later it already competed for the acquisition of the land in question in Roztyle.
According to opposition representative Zuzana Malá (HPP11), it is “suspicious to say the least” that the company, then owned by the architect Jedlička, was able to come up with a finished project in such a short time. “Lands were sold from around 2010, and the company was actually able to pull a finished project out of its sleeve within a few weeks,” she noted.
Parking lot apartment buildings
According to the situation drawing available to the editors, which you can see below, the original project envisages the construction of two apartment buildings right on the site of the existing parking lot. According to the management of the municipal district, the project is binding.
The two buildings in the upper part of the marked project are essentially on the area of the existing parking lot. Kaplanova Street will disappear completely as part of this project. At the same time, parking only counts with residents.
“Complicated on the whole matter, both for the city district and for the investor, is the link to the project. At the time of land sales, in addition to the price, the specific intention of the investor was also a selection criterion,” confirmed PrahaIN.cz and Deputy Mayor Sedeke. In practice, according to his words, it will be difficult for the Selequne company to enforce any other constructions on the land, on the other hand, it will be impossible for the city district to prevent the investor from building the one with which he won the tender for the sale of land.
The investor plans 150 apartments
The parking lot, the charging of which stirred up the entire local case a week ago, is only a small part of the land in question. They are bordered by Hrdličkova and Ryšavý streets, and on one side they end at residential buildings, adjacent to the existing parking lot, and on the other side at the medical centre. In total, it is about 14,000 square meters, where Michael Kořínek wants to build about 150 apartments, according to his words.
The Selequne company also owns the free area of the parking lot in the neighborhood. He calls the project an apartment park.
“I’m not a developer, I’m just worried about it. The city district is constantly throwing sticks under our feet. On the one hand, it is said everywhere how apartments need to be built, on the other hand, no one wants it in front of their house. If I had known in advance how problematic it would be, I probably wouldn’t have gone at all,” Kořínek summed up when asked by PrahaIN.cz, adding that he had already invested millions in modifying the project so that it would meet all the requirements of the city district.
Locals blocked the change of territory
Apparently, he was alluding to the unsuccessful efforts to increase the coefficient of the floor area in the spatial plan, which the company has repeatedly sought since 2011. opposes the beginning. Therefore, on the basis of previous jurisprudence, it was also possible to cancel the already approved change of the coefficient from the current category D to category G, which allows for the construction of more than twice the floor area of apartments in proportion to the size of the land,” explained representative Malá, who herself is actively fighting against the planned construction within association Protection Roztyl.
The marked area shows the entire site of the Selequne company in the neighborhood of the MediCentra in Roztyle.
It was its members who succeeded in canceling the originally approved change of territory and blocking further attempts by the investor to increase the coefficient of land use. She also confirmed that even the influential Movement for Prague 11, of which she is a member and representative, does not agree with the construction to a greater extent.
The management of the town hall is also against the construction
At the same time, according to information from PrahaIN.cz, the project does not even have the support of the current ruling coalition.
“The investor submitted a territorial development project and it was rejected by the committee,” confirmed PrahaIN.cz Mayor of Prague 11 Jiří Dohnal. Also, the deputy mayor of the context, Martin Sedeke, said in his statement above that the project in its current form does not correspond to the city district. However, according to his and the mayor’s words, it will probably be built in the end.
The movement wants to return the parking lot to the locals
The movement for Prague 11, on the other hand, strives for the construction to be limited to the previously unused development area of the medical center and for the locals to retain the paid parking lot. “It would be ideal if the city district, perhaps with the help of the capital, managed to buy back the ownership of the parking lot,” says representative Malá.
Then, according to her, the movement would have no problem supporting construction on the remaining plots of land in the coefficient D, which is allowed by the currently valid spatial plan. “I’m a realist, otherwise it would of course be best if nothing was built here, because there really aren’t many vacant areas in the Roztyl area,” she added.
