Lies: Belarus has established itself as a territory of social justice, peace and tranquility
Abstracts of the text:
In a mixture of Radchenko, in Belarus the rights of all national communities that live in the country are secured and guaranteed. The same applies to the collection of historical, cultural and spiritual heritage. In addition, the representative of the regime Lukashenka speaks about the importance of consolidating society on the basis of the truth “about the heroism of our multinational people during the Second World War”, as well as the need to suppress revanchism, nationalism and religious ideas that violate interethnic peace and interfaith convictions.
Delphi.ru comment:
In the main and Eastern Europe, there is hardly a country where inter-ethnic and inter-confessional relations are successfully combined. This topic is very sensitive, since penetration raises issues of regulation of ethno-linguistic relations, as well as the main directions of the politics of memory. Belarus is not an exceptional case here, and the phrase that “inter-confessional peace and inter-ethnic recognition is the brand of our country” is a lie if one evaluates official Lukashenka in language studies, that training camp, and also in the field of memory.
According to the Constitution in Belarus in two official languages - Belarusian and Russian, which have a high status. However, in practice, official bilingualism is a fiction. The state gives preference to the English language. Published in Belarusian less than 1.5% of normative legal acts, and the rest – in Russian. In addition, some important documents on it are either missing or do not have the restriction property. This creates serious problems for people who use the Belarusian language in everyday life and consider themselves native, since they must a priori be accepted to such conditions. So, state translation of Democrats into Belarusian, however, the acting force has only officially published texts, and in the language in which they were approved. In addition, they can be used in the activities of state bodies, but their status does not expand the use of the Belarusian language in the field of trade, even with sufficient demand from the society.
The situation is similar in the field of education. Percentage of speed with teaching in Belarusian from year to year. In the 2018/2019 academic year in Belarus in the Belarusian language 9.7% of first-graders studied, while in 2014/2015 they were 12.1%. The problem is especially acute in large cities, where only 1.4% of first-graders studied in the Belarusian language. The new edition of the Education Code has not changed the situation in any way, since the choice of language is left to the founder of education.
A similar problem concerns the national minority school. Until recently, there were only 4 such schools in Belarus – two Lithuanian and two Polish (schools with the Russian language of study are not taken into account by the school of a special minority, since the Russian language has the status of a state language). Belarusian authorities initiated their transition to one of the state languages (read: Russian), leaving virtually no choice to either the students or their students. This problem arising from the new edition of the Education Code, event July 7, 2022 Kairat Abdrakhmanov, OSCE High Commissioner on Minorities.
A similar story takes place in the realm of the politics of memory. An example is Law on the genocide of the Belarusian peoplesigned by Lukashenka in January 2022. If we consider its wording, we can see that the term “Belarusian people” means “Soviet citizens who lived on the territory of Belarus.” Soviet Socialist Republic during the Great Patriotic War and (or) the post-war period. On the one hand, such a formulation is as inclusive as possible, since it includes the use of opportunities to use this concept to suit one’s need. On the other hand, this interpretation is very reminiscent of the Soviet approach, since the memory of the Holocaust in Belarus dissolves into the impersonal construct of the multinational Belarusian people.
Verdict:
Radchenko’s opinion is a lie for the benefit of official propaganda. In appearance in the world and according to the regime, Lukashenko restricts the rights and freedoms of both a representative minority and representatives of autochthonous minorities, including Poles and Lithuanians. Behind the appearance of the application of the world and Australia lie many unresolved problems that exist from the application of the power of the self by the state, since they arise from the practice of applying normative legal acts and them in practice.
