Slovenia has successfully eliminated three violations related to the environment
Regulations on the protection of buildings against lightning
In July 2018, the Commission issued an official warning to Slovenia for non-fulfilment of the obligations under the PDEU in relation to the Rulebook on the Protection of Buildings from Lightning and the accompanying technical guidelines, which prohibit the use of ESE lightning protection or any other system that does not strictly comply with the SIST EN 62305 and SIST EN standards 62561, but provides at least an equivalent level of protection. According to the Commission, this violated the principle of free movement of goods. In September 2021, the Ministry of the Environment and Space informed the Commission that a new regulation regulating the lightning protection of buildings and the associated technical guidelines had been adopted, which eliminated the violation.
Establishment of methods for assessing the harmfulness of environmental noise
In January of this year, the Commission issued an official warning to Slovenia for not notifying the regulations for the transposition of Commission Directive (EU) 2020/367 amending Annex III to Directive 2002/49/EC regarding the establishment of methods for assessing the harmful effects of environmental noise into Slovenian legislation.
Slovenia fully transposed the directive into national legislation by adopting the Regulation on Amendments and Supplements to the Regulation on Assessment and Management of Noise in the Environment. The process of notification of the regulation was carried out in May 2022, with which Slovenia fulfilled all its obligations.
Common methods of noise assessment for the purposes of adaptation to scientific and technical progress
