A giant pair of glasses sits on a square of lawn in front of the prefecture of Seine-Maritime. This installation is the work of the association “Les Pieds dans l’eau-Bardouville en danger”. On Thursday July 28, 2022, its activists carried out a symbolic action, “illustrating [selon eux] in a humorous way the incompetence or the disengagement of the services of the prefecture” on the Greater Paris inert waste storage projectin a loop of the Seine, west of Rouen.

An appeal to the administrative court

Taken on April 25, 2022, a prefectural decree allows the Environment and Minerals Society (SEM) of backfill a quarrylocated on the borders of the municipalities of Mauny and Bardouvillewith nearly 390,000 m³ of various materials (concrete, bricks, earth, etc.) from the Grand Paris site.


It is to obtain the repeal of this decree that Les Pieds dans l’eau filed, Tuesday, July 26, an appeal before the administrative court. The associated procedure of the inhabitants of Bardouville. The latter fear that the tranquility of their village will be disturbed by a large ballet of trucks, and that the stored waste will potentially be polluted. This Thursday, the Feet in the water symbolically handed over this appeal in an envelope, at the reception of the prefecture.

A complaint against the project leader

At the same time, the association indicates that it has carried complaint against the SEM at the police station Duclair, for “forgery and use of forgery”. Their president, Nathalie Hauberkpoints out what would be, according to her, “an incalculable number of irregularities and shortcomings” in the file submitted by the company to the services of the State.

“With the proposed altimetry, one could imagine a ski resort in Bardouville!, ironically Nathalie Haubert. Drinking water catchments have been omitted from the file, whereas their presence would require specific controls. »

They criticize the behavior of the prefecture

So many points which, in the eyes of the activist, should alert the competent services and lead them to challenge the file of the SEM.

“Normandy, trash can of the Île-de-France”

This controversy is also taking a very political turn. The Métropole Rouen Normandie had already decided against this project supported by the town hall of Mauny (where the land concerned is located) but rejected by that of Bardouville. This Thursday, Speedwell and Jean-Michel Beregovoy came to lend their support at the water’s edge.

The regional opposition councilor (Europe Écologie-Les Verts), ex-candidate of the Nupes in the 10e constituency in the last legislative elections, is surprised to “not have any information” on this subject from the Norman executive, while “the Region is responsible for the waste prevention and management plan”.

“Ecological and democratic aberration”

Deputy mayor of Rouen and metropolitan councilor, the ecologist Jean-Michel Bérégovoy denounces for his part “an ecological and democratic aberration. Neither the inhabitants nor the local elected officials have been involved in any collaboration, it is unacceptable! »

Another storage project?

Les Pieds dans l’eau say they are “determined”. “No exploitation of the quarry can take place as long as the procedure is open before the court”, underlines Nathalie Haubert. And to warn: “If the work begins, we will file a suspended summary to stop it. »

The tension therefore does not seem to be about to fall. Especially since Les Pieds dans l’eau have spotted another inert waste storage project, not far from Bardouville. On May 19, the elected officials of Berville-sur-Seine thus issued a favorable opinion, “in order to allow studies to be carried out and to seek administrative authorizations”.

This to “replace an old quarry”, “with earth from the Paris region which comes from public works sites”, we learn in the city ​​council report. A project also supported by the Environment and Minerals Company.
