The company says it can now resume construction work that had previously been ruled illegal. At that time, representatives of the State Spatial Planning and Construction Inspectorate and the community of Pagirii, who previously objected to these constructions, claim that they are no longer considering the possibility of legally stopping the construction of a factory with the status of a large investment project.
Homanit Lietuvos manager Andrius Ostrauskas confirmed to BNS that the company received a construction permit for the construction of the main factory building from the Vilnius district municipality last Friday.
“Yes, we received a construction permit last Friday, and indeed, today (Monday – BNS) the construction of the factory building officially starts,” said the head of Homanit Lietuvos, BNS.
According to A. Ostrauskas, this means that the act written by the building inspectorate in April of this year regarding the arbitrary construction of the factory is no longer valid.
“This issue no longer exists after receiving the construction permit,” said the factory manager.
The representative of the State Territorial Planning and Construction Inspectorate confirmed to BNS that after receiving building permits, the institute will no longer need to demolish 0.5 thousand. square meters of installed 1.5 thousand. drilled reinforced concrete piles with installed galvanization.
“If as of today they (Homanit – BNS) have received a construction permit, then that construction is no longer considered arbitrary,” said inspector representative Rasa Kėkštienė.
According to R. Kēkštienė, “Homanit” must inform the inspectorate about obtaining the permit within 10 days. Officials will then check the building permit and determine whether it was issued legally.
“Then two options are possible: if it is established that the document authorizing the construction was issued legally, then an act of inspection of structural compliance projects is registered and the mandatory order to remove the effects of arbitrary construction is canceled, but if it is necessary to decide that the document authorizing the construction was issued illegally, the inspection acts procedure will apply to the court for its cancellation,” she explained.
According to Vytautas Vyskupaitis, chairman of the Pagiri community “Medeina”, which had been fighting before the construction of the factory, the community will no longer complain about the legalized construction of the factory either.

Until now, the local community has been litigating with the factory in the courts regarding the reduction of the protection zone of the Pagiriau watershed. Last October, the Vilnius District Administrative Court filed a complaint regarding the protection of public interest, but the decision is appealed to the Supreme Administrative Court of Lithuania.
“Homanit Lietuva” started the construction phase of the future building factory in Pagiria last December – the construction of the research center, warehouse and administration.
The head of the company admitted that the construction of the main factory building is delayed by about half a year, so their completion is postponed from the end of 2022 to June 2023, and they should be about a fifth more expensive.
“Based on the schedule today with the builders, the plan to complete them by the second quarter of next year is realistic,” said A. Ostrauskas.
According to him, the company will not have a general construction contractor for the construction of the factory building, and the construction management company “Incorpus” will be responsible for it, just like the construction of warehouses and the administrative building that started earlier.
“They have practice, they knew, so it is completely logical that they continue. Unfortunately, it is already clear that both the construction materials and the works themselves will be about 20% more expensive,” said A. Ostrauskas.
“What amount the investments will end up with will be known at the end of the year, because many supply contracts have yet to be signed,” he added.
Homanit Lietuva, which started construction last year, said that the construction of storage and administration premises will cost about 12 million. EUR, the entire project with the factory – 175 million. euros.
The company announced that 440 new jobs should be created at the factory.
The Ministry of Economy and Innovation granted the project the status of a major investment project last October, and the company received tax benefits for 20 years as a result.
