5’th of July. Interfax-Russia.ru – The State Duma adopted in the third reading a law that at the federal level will limit the bureaucratic burden on the school university associated with filling out various documents, forms and reports.
The law assumes that the Ministry of Education establishes a standard list of educational and methodological and other documentation maintained by teachers in Russian schools. The Office must also develop requirements for how this documentation should look. The preparation of the framework of documents that will be placed behind this type of list, the school administration cannot shift to the basis of the teaching staff. Corresponding amendments are contained in the specialized branch law “On Education in the Russian Federation”.
In accordance with the explanatory note, according to the results of a sociological survey, the teacher fills out 49 types of documents and reports, 67% of the surveyed courts cause a report of an unresolved problem.
The authors of the document, citing one of the studies, that the Russian education system is one of the most bureaucratic in the world – a teacher works over 46 hours a week, while filling out reports and plans, preparing for content for more than 15 hours. The main reason, to ascertain the initiators, is found in the absence of receipt of educational, methodological and other documentation from the teacher in the request.
The legislative initiative was submitted to the cheerful party “United Russia”, including by the Secretary of the General Council of the party, Senator Andrei Turchak and the head of the profile committee of the State Duma, Olga Kazakova.
The topic of excess income, which is due to replenishment by students, is often raised by teachers and public figures as one of the most acute problems of school education, taking into account the specific weight, as an uneven teaching load and the peculiarities of paying fees in the regions.
