The restaurateurs of Barcelona cry out against the denials of expanded terraces in a pandemic
The Gremi de Restauració de Barcelona has denounced that the Barcelona City Council is denying most of the consolidations of enlarged terraces during the pandemic. The entity ensures that four out of 10 applications out of a total of more than 2,800 have currently been processed, with a refusal percentage that is close to 80% on average in the city as a whole and in the case of Ciutat Vella it reaches 99%. .
According to the union, only 6% of those denied are found in the so-called saturated areas. In a statement, the restorers consider that more than 70% of the denials are due to an “incorrect” application of the ordinance.

The director of the Barcelona Restoration Guild, Roger Pallarols, has lamented that the government has “fed” an expectation that is not being met with promises. “Systematically denying it without justification, as is being done, will mean having deceived the sector, having made it believe that submitting the petition would serve to preserve the terrace,” Pallarols stated. Faced with this situation, they ask the Consistory to “redirect the catastrophic situation” throughout the city, but especially in Ciutat Vella.

In addition, he criticizes that the Ciutat Vella district is using the same letter for all cases, a “calculatedly ambiguous” justification instead of denying the request “based on a specific analysis” of each situation.
On the other hand, the entity has shown its disagreement with the process initiated by the City Council to modify the operating manual that depends on the terraces ordinance. After the comprehensive review of the ordinance approved in 2018, the restorers warn that the operating manual had become “outdated” and now “is being used to introduce new restrictions.”
