Atadi will develop in Teruel and Andorra the pilot ‘My house, a life in community’
The Andorra City Council has ceded part of the ground floor of the Nuns building to the Turolense Association for Helping Intellectual Disabilities (Atadi), where the entity already has supervised housing for people with autonomy, in order to locate another social flat to develop the European program My house, a life in community, intended for the part of the group with a more severe condition. This pilot project will also be developed in Teruel capital.
This was approved last Wednesday in the municipal plenary session unanimously, after Atadi had been selected to develop a European program for “deinstitutionalization of people with intellectual disabilities backed by the Government of Aragon”, informed the Andorran town hall in a press release .
This project will mean the creation of seven new jobs that will be added to the 12 that currently assist 14 users in the Atadi homes.
The Councilor for Social Action, Mercedes Baselga, pointed out that it is “a very important collaboration because the attention and inclusion of people with different abilities is a social responsibility that requires the joint work of the administrations”.
Full Inclusion
The project My house, a life in community It is coordinated in the autonomous community by the Full Inclusion Aragón confederation. Together with the Aragonese Government, it promotes a pilot experience to favor the transition from residences to housing in neighborhoods of towns and cities, with individualized support and stable relationships to achieve true inclusion.
The plan is part of the #GanamosEnComunidad strategy, recently agreed at the Full Inclusion Congress held in Valencia, and has the support of European Next Generation funds, through the Recovery, Transformation and Resilience Plan applied by the Government of Spain .
In the next two years, 66 homes will be launched in Spain, in which 284 people with intellectual and developmental disabilities will have the opportunity to live in 33 towns and neighborhoods in seven communities.
Of the 25 million euros that the project has, 2.5 will be managed by Full inclusion Aragón, which coordinates the four entities participating in the community: Atadi, Valentia, Fundación Cedes and Kairós.
If the pilot experience is positive, the Ministry of Citizenship and Social Rights will maintain the homes from the year 2024, paying for the places that correspond to the 26 people who, in October, will move from their residences to ordinary homes.
In addition, 30 users of day centers will develop their plans in community.
also in the capital
The managing director of Atadi, Ramón Royo, explained that in the province of Teruel two floors will be set up, one in the capital and the other in Andorra, for a total of eight users (four and four).
The program seeks “the deinstitutionalization of people with intellectual disabilities with great support needs,” explained Royo. “Until now, we have served more autonomous people in flats and, through this pilot project, the aim is for people with grade 3 intellectual disabilities or disabilities above 75% to be able to live in a community.”
After the conditioning of both floors and the selection of the users who will participate in the plan, Royo calculated that “at the end of October or the beginning of November” it could be a reality.
major contracts
On the other hand, the plenary session of Andorra gave the go-ahead, also unanimously, to the award of the contract for the cleaning service of municipal buildings and dependencies, which the company Limcamar SL takes for 578,133.16 euros per year, VAT included, for the next four years plus one year of extension. The tender came out for 737,113.08 per year, VAT included.
Among the buildings covered by the contract are the town hall, the schools and nurseries, the residence for the elderly, the old offices of Endesa, the municipal hostel, the warehouses of the La Umbría industrial estate, the hermitage of San Macario, the sports centres, the heated and summer swimming pools, the culture house, the music school, the tourist office, the Holy Week museum, the Ítaca building, the San Juan Well, the restoration classroom and the funeral home.
In this way, the council puts an end to an anomalous situation, since in recent years the needs derived from new services have been complemented with a multitude of contracts, instead of issuing a single specification.
The mayor, Antonio Amador, thanked all the groups for their support and expressed satisfaction at having been able to replace the 27 workers distributed by different companies to date. The situation had been flawed since the 1990s, he acknowledged.
They cancel the water tender
Also in terms of contracting, the corporation annulled, again unanimously, the tender for the management of the drinking water supply and sanitation service that began in April with a price of 9.2 million euros for ten years.
A company requested an extension of the term after requesting several clarifications that the council was not able to publish in a timely manner, “since the requested information must be reviewed by the responsible technical service, in this case the auditor Aymed SL, in charge of the drafting of the specifications”, explained the City Council in a press release. The explosion is behind some aspects to modify.
In addition, the plenary session occurred, with the abstention of PP and Elijo Andorra, and the vote against IU, the creation of three jobs – contracting technician, press officer and tourism coordinator – and the increase in the destination complement of the positions of secretary, intervention, archivist, treasury, rural guard, official and agent of the Local Police.
