While phenomenal delays are recorded everywhere in France on the delivery of passports and identity cardsToulouse town hall opens ten new counters, to change gear in the Pink City. They will all be operational by the beginning of July and “will make it possible to offer hundreds of new appointments to users”, defended Gnadang Ousmane, municipal councilor in charge of administrative formalities.

Where are the ten new counters for issuing identity documents?

These ten new counters are spread over four sites: two at the Capitole, one at the Maison de la citoyenne des Minimes, one at the Pont des Demoiselles district town hall, and six at the Maison de la citoyenne de la Roseraie.

As part of the national emergency plan

Nationally, explains the elected official, “a million titles were not issued during the health crisis, between 2020 and 2021, due to confinements”. Two towns have been selected in Occitania to host pop-up centres: Béziers (Herault) and Toulouse. These two cities, which make their municipal staff available, will benefit from “State grants” for this operation.

“Ultra-secure” devices for fingerprints

An operation that also meets a technical challenge, since in addition to opening offices and making staff available, local authorities must have essential equipment for each of these ten additional counters: “All have been provided with the ultra-secure from collection of fingerprints, Obligatory for now the passport as for the identity card, notes Gnadang Ousmane. The town hall also observes as many requests for each of the two documents.

The Pink City traditionally has 28 counters for identity documents. With a dozen more, she acquires (momentarily) a device which should, according to her, allow to absorb “the holiday rush”.

In total, the municipal teams are now able to ensure 500 additional appointments per week, according to the town hall. They go from 1,600 to 2,100 slots on average.

Connect between 8:40 a.m. and 9 a.m.

All appointments are offered Monday through Friday. Users can take them on the site montoulouse.fr, or through the telephone platform (05 31 22 90 00), especially for emergency situations.

But to get one faster, where to get a shortcut for an appointment previously obtained, users can “consult, every morning between 8:40 a.m. and 9 a.m., slots made available either by withdrawal or by adding time slots by the administrative formalities department”.

“Some users do not honor the appointments they had made two or three months ago and slots are freed up every day”.

The trick to finding a quick date? As in the famous era of obtaining appointments for vaccination via the Keldoc platform, users can try to contact the town hall, between 8:45 a.m. and 9 a.m., to get their valuable slots. Without guarantee of success, of course.

For the inhabitants of Toulouse… and elsewhere!

Namely that he is not not required to live in Toulouse and its Metropolis to request the issuance of an identity card or passport here. “Appointments are made online without specifying the location or geographical perimeter”, relates the elected official, “the slots are not reserved for Toulouse residents or Haut-Garonne residents”.

Upon arrival, approx. “30% of appointments are taken by people who live outside of Toulouse”. Some even come from regions other than Occitania to get their precious sesame… Note, however, that users must return to the meeting place to recover their identity papers, once they have been edited, a few weeks later.

How long does it take to get his papers?

Until then, it was necessary on average according to the municipality about 13 weeks to obtain a passport in Toulouse. A period which should be reduced to seven weekswith this new device.

On Tuesday, some users, who had been waiting for this moment for weeks, took advantage of their meeting with great relaxation. Others, like Thomas, were almost surprised: “I lost my identity card last week”, testifies this resident of Quint-Fonsegrives. ‘I took an appointment yesterday for this morning, I’m lucky ! »
