How developer A101 turns a Russian forest into a Russian field
Despite the protests of residents and an appeal to the mayor of the capital by a group of deputies from the Sosenskoye settlement in New Moscow, the developer of the residential complex Scandinavia South cut down part of the forest and is probably going to build multi-storey buildings on the site of erected construction sites.
In the usual case, vital activity is concerned not only with the presence of observed trees cut down under the guise of dryness, but also with the developer’s violation of his promises, that is, a possible increase in development growth and, accordingly, an increase in the load on engineering networks and communications.
There is such a word in the Russian dictionary – legalization. It means, according to the dictionary of S.I. Ozhegov, for example, the giving of any legal force, an assertion of a legal basis. We agree that such a tool is necessary. But, as it seems to us, in exceptional cases, in very rare cases. identification in a detailed interpretation of the concepts of “legalization” revealed, often a deliberate violation of the law, and then the justification of such an offense. That is, the first legitimate impulse in such cases should have been, nevertheless, punishment, and not approval.
There is a practice
“Scandinavia South”
Unfortunately, Russian practice suggests the opposite: legalization remains and remains a small number of patients, especially representatives of the construction industry. For example, there is a park or a forest area, it is impossible to cut it down legally. But if you still do it, and in addition spend some money and start construction on the former forest site, then common sense seems to be automatically included in the use of justifying such an act. Indeed, if there was a forest, then it was alive, you cannot return it to its place overnight, just like the money that you cannot take out of the project. “What to do? – courts and regulatory services often shrug in such cases, – nothing can be returned back. Then the only thing left is to move forward. Yesterday we ban – today we approve. Let’s legitimize.”
Through some verdicts, tens of thousands of large and small construction projects take place throughout the country, and developers of various calibers have no doubt: if construction has begun, then it has been legalized. Not always, of course, but in large numbers. This bounce, one might say, units.
It seems that the A101 developer company also came along such a well-worn path during the construction of the Scandinavia South residential complex in New Moscow. Shareholders who bought apartments in this residential complex saw that the builders were destroying the forest on the site, which only arises to ennoble by organizing sports activities. We received information about this from one of the inhabitants, our reader. She attached a photo of the clearing, explanatory documents and accompanied this profit: “Please help with some professional or publicized environmental lawlessness from the A101 developer in New Moscow, in particular, in the Scandinavia residential complex. Local checks are doing everything in their power.
Cry from the heart
Of course, we could not leave such a “cry of the soul” unattended. On the Internet, there was a confirmation of the information sent to the editorial office, in particular, and the text of the appeal https://t.me/Jelezobetonniyzames/16035 of the deputies of the Sosenskoye settlement to the city leadership.
Residents of the residential complex “Sdinakanvia” posted a document on their own, from which it is clear that the Department of Nature Management and Environmental Protection of the city of Moscow issued LLC “A101” represented by the General Director Ignatius Danilidi cutting order “42 (forty-two) emergency and dead trees”. The photographs sent by our reader give rise to doubts that the developer fulfills just such an order. According to well-known estimates, cutting down lost passengers on an area of up to 1,500 square meters. We also managed to find satellite images of this area before the start of such a “sanitary felling”. What remains after – readers also see in the photographs attached to a certain material.
Residents are worried that in the near future of 2022, an updated master plan of the Scandinavia South residential complex was published on the developer’s website for a short time, where plastic areas were listed instead of already five high-rise candles. The fact that the forest was removed, as they show, may be only half the trouble. That’s when new houses will be erected in front of the numbers of the former view apartments, the preaching moves of the developer, who advocates the abundance of forests outside the windows and unprecedented ecology for earlier settlers, can be called unscrupulous advertising, at least.
The telegram channel “Reinforced Concrete Mix” published information indicating that the head of Sosensky Tatyana Tarakanova learned from LLC “A101” about the free population from the forest plot of the new general development plan with “unknown parameters”. On this occasion, she concluded that what was not foreseen by the original construction plan “will lead not only to deception of the population, already purchased housing, but also, unfortunately, to the assessment and other infrastructure of the settlement, which works with employment and overload, and employment, part of the inhabitants of the settlement is forced to take children to kindergartens and schools in other districts of Moscow.”
We will be watching carefully whether the A101 company will introduce a serious appendage, a sort of “foundling”, into the Scandinavian residential complex. The company, of course, will be in profit. But what about people? Do the usual and urban appearance need a new center of eternal discontent, claims were revealed with suggestions of deceived expectations and complaints about overloading, both engineering networks, and roads, and social facilities.
