The opposition in Prague did not manage to recall Hřib or Scheinherr

Prague – Today, the Prague opposition unsuccessfully proposed the dismissal of Mayor Zdeněk Hřiba (Pirates). Representative Patrik Nacher (YES) justified his proposal by saying that Hřib, next to the municipality, with his deputy Petr Hlubuček (formerly STAN), now accused in the Dosimeter case in connection with alleged corruption in a transport company (DPP). 17 out of 65 deputies voted for the appeal. The council then approved that the municipality will conduct in-depth audits of IT contracts awarded since 2010 to companies owned by entrepreneurs Pavel Dovhomilja and Maroš Jančovič, also accused in the Dosimeter case. The opposition did not even push for the dismissal of Deputy Mayor Adam Scheinherr.
Police officers from the National Headquarters against Organized Crime (NCOZ) accused more than a dozen people of managing DPP, in addition to Hlubuček, also businessman Michal Redl, former DPP board member Matej Augustín and other members of the company’s management who operate public transport as the city’s largest company.
They voted for the dismissal of the mayor as part of the material proposed by the opposition, which concerns IT contracts at the municipality. Already during the discussion of the previous point regarding the situation in the DPP, the mayor tried to recall the mayor’s deputy Adam Scheinherr (Prague Sobě) at the suggestion of the ANO movement. 20 out of 65 deputies voted in favor.
“We consider it necessary to investigate the conclusion of contracts with entities connected to persons accused in the DPP case,” said opposition representative Tomáš Portlík (ODS) about IT contracts. He added that some municipal contracts in informatics in recent years have been accompanied by ambiguities, such as suspicions of division of contracts or preference for certain companies.
The companies ADVICE.CZ Solutions and Information Systems Factory Group, owned by Dovhomilja and Uniprog Solutions, headed by Jančovič, were the suppliers in the contracts in question. Most of the orders were placed by the municipality, some by the city company ICT Operator. In addition to audits at the municipality, deputies instructed councils to ensure similar audits in municipal contributory organizations.
The informatics is under the responsibility of the mayor at the municipality, according to which, for example, it was assigned to ADVICE.CZ Solutions in the last election period, and the Pirates terminated it. He added that the Dosimeter case did not, according to the available information, concern any orders from the municipality. He added, however, that I was talking to the company of the people accused in connection with the DPP case, even though he refused further criticism from the opposition regarding the Pirates’ action.

At the suggestion of the ANO movement, the Prague opposition tried unsuccessfully to remove Deputy Mayor Adam Scheinherr (Prague to Himself). 20 out of 65 deputies voted in favor. The opposition accused the deputy of not acting in connection with the case around the Prague Transport Company (DPP), in which the former deputy mayor Petr Hlubuček (formerly STAN) was accused. Other politicians and businessmen also appear in it. Scheinherr denied the allegations, saying that it was he who filed the criminal complaint. The deputies also ordered the municipality to inspect some contracts and find out whether there were any cities in the Dosimeter case, and therefore DPP damage.

The opposition accused Scheinherr of having filed a criminal complaint in the spring of 2020 for possible corruption in the DPP, it did not take further personnel steps and did not implement sufficient measures in the company. For many hours, the deputies argued over who had installed or helped to appoint Augustine, the accused and now former member of the DPP Supervisory Board. The coalition with the opposition subsequently criticized some steps from the past. Opposition representative Ondřej Prokop (YES) subsequently proposed Scheinherr’s dismissal. All present opposition representatives voted in favor, joined by coalition councilor Hana Kordová Marvanová (for STAN).
Some opposition officials also said they did not trust Scheinherr to file a criminal complaint on his own. According to Deputy Radomír Nepil (YES), he went to give an explanation to the police, and it all ended up with a criminal complaint. Scheinherr called it a fairy tale and nonsense. “I was not summoned to give an explanation, on the contrary, I went to the police and filed a criminal complaint,” Scheinherr said.
The chairman of the ODS opposition representatives, Zdeněk Zajíček, suggested that four areas be selected to be audited. Among them were, for example, the so-called joint venture Nové Holešovice for construction in the vicinity of the metro station C Nádraží Holešovice, in whose bodies Augustín sat. Furthermore, trust the projects on Palmovka or check whether the city and DPP caused damage to Dosozimetr. “I would like us to take faster steps in audits,” he said.
