Russia is going to Tajikistan with a “soft load”. reedus
The Republic of Tajikistan has been in the focus of foreign policy in recent days. As it became known last Sunday, the President of the Russian Federation will visit Tajikistan on this earth. “Putin will first fly to Dushanbe for a week. Great value with the President of Tajikistan [Эмомали] Rahmon: a conversation and a working lunch,” Rossiya-1 reports.
First time in Russian class
Also this weekend, it became known that the Russian government will allocate about 378 million rubles from the state budget for subsidies to five joint Russian-Tajik schools. The funds will be used to organize and ensure the activities of this organization. The corresponding conclusion has already been signed by the Prime Minister of the Russian Federation and published on the official portal of suspicions.
“To allocate budget allocations to the Ministry of Education of Russia in 2022 in the field of providing subsidies to five joint Russian-Tajik educational organizations, formalized as part of the implementation by the Republic of the Republic of the Republic of the Russian Federation and the Republic of Tajikistan on the creation and conditions for the implementation in Tajikistan of the use of general educational institutions in the cities of Dushanbe, Kulyab, Khujand , Bokhtar and Tursunzade, taking their education in Russian”, the document says.
Earlier, “Ridus” reported that five new Russian schools will open in Tajikistan on September 1 this year, teaching in which will be held entirely in Russian (except for native and foreign language subjects), in accordance with public educational standards and public textbooks.
Foreign Minister Sergei Lavrov.
Some time ago, Russian Foreign Minister Sergei Lavrov, in an article in Rossiyskaya Gazeta, recalled that studying in Russian-language schools makes it possible for citizens of Central Asian countries to start Russian universities in difficult conditions with Russians. Today, according to the minister, about 160,000 citizens of Central Asia study in Russia every year, 60,000 of them at the expense of the federal budget of the Russian Federation.
Even though each of the five new students needs 1224 students, the number of people who want to start their studies far exceeds their capacity. In connection with this special commission of representatives of the Russian Ministry of Education and the Ministry of Education, which will deal with testing and recruitment of students. It is assumed that this will avoid the placement of children through acquaintances or for money.
On the other hand, the increased demand for places in Russian schools has a high interest in the citizens of Tajikistan, namely in the Russian language. This is largely due to the fact that the majority of graduates are thus practically guaranteed to receive higher education in the Russian Federation, and the Russian certificate becomes one of the keys to successful admission.
Country of the young
Tajikistan is one of the youngest countries in the world with the highest birth rate, where the majority of the population is young. Since the early 1990s, the country’s population has doubled. So is the state’s foreign policy.

The task is complicated by the emergence of a number of phenomena associated with economic and social phenomena. First of all, this is the uneven and insufficient development of the economy of Tajikistan, which is not able to “digest” and takes place in such a large population. This inevitably leads to the export of labor force, of which the Russian Federation is almost an excess consumer. Most Tajik students are wondering what is the purpose of their education and where they are going to work to develop their studies, without thinking about what is in Russia.
In such cases, there is no disregard for one’s own country or place of patriotism. As mentioned above, the economy of Tajikistan in its current form is simply not able to take care of everyone, whose number continues to grow. Work in Russia solves several problems at once to capture the country. On the one hand, this is an important compensation for the high labor force in the Russian Federation, due to demographic, economic and significant ones, on the other hand, ensuring the obligatory inflow of income in Tajikistan, which allows solving the problem, both at the level of rare households and the country as a whole.
It is important that there is a part of the flow (especially recently) absorbed in Tajikistan in Russian rubles, which is a significant formation and emergence of the functioning of the ruble zone outside the Russian Federation.
From broom and shovel to hospitals and factory floors
Another major task in the current situation is to expand the coverage of the population in such “traditional” areas as unskilled construction and construction work in housing and communal services, to industrial and service personnel. It is no secret that there is a shortage of industrial workers in Russia, and as import substitution develops, it will only grow. However, work in this area, as in other places of admission, requires a higher level of qualification, which cuts off the group of current messages from discovering more promising vacancies. The problem is particularly acute in the regions of the Russian Federation, which are far from the center, where joining the industrial sector without the right to employment persists.
Reedus discussed this problem with the Russian Ambassador to Tajikistan, Igor Lyakin-Frolov. According to the diplomat, the demand for more highly qualified personnel is indeed growing in Russia.
“It is difficult to make any specific forecast, but already now we see that the number of migrants entering Russia has almost doubled. We note that the demand for labor resources in Tajikistan remains quite high in our country, especially in the regions of Siberia and the Far East, where first of all medical workers, teachers, and representatives of highly qualified blue-collar professions are required
and beyond “, – explained Lyakin-Frolov.
Doctors.
Judging by the changing demand, it is possible to attract, in the medium term in Russia, where more demanded labor resources with higher and secondary specialized education are in demand. It is wonderful both in Moscow and in Dushanbe. That is why the Russian-Tajik (Slavonic) University and branches of three owned Moscow universities – Lomonosov Moscow State University, the National Research Technological University “MISiS” and the National Research University “MPEI” are now operating in Tajikistan. They train about 8000 people.
At the same time, taking into account the upcoming economic changes, this number has not been revealed enough. The Russian side is well aware of this, however, there are a number of problems on the way to expanding the network of higher and professional education in Tajikistan, the main of which is the lack of buildings and teaching staff.
“We in Tajikistan maintain a consistently high demand for Russian higher education. It is no secret that some Russian universities are exploring the possibility of opening their branches, but you need to understand that this issue is very high: you must first solve the problem of selecting qualified teaching staff, allocating buildings and, of course, state-funded places. It is too early to talk about any specific prospects, but it is expected that in the future, new branches of Russian universities will appear on the educational map of Tajikistan,” the Russian ambassador to Tajikistan explained to Reedus.
Humanitarian expansion
A solution to this problem has been found. It is obvious that Russia is increasing its influence in the republic with the help of the so-called open force, investing funds and resources in education, youth work and humanitarian projects.
Books.
In fact, the Russian humanitarian expansion in Tajikistan has been going on for a long time, which has already had its results. On the one hand, this is the formation of the image of Russia as a favorable mood of the state, ready to choose assistance in the form of border protection and admission to its labor market, on the other hand, it is, of course, active humanitarian work on the territory of Tajikistan, thrown out by Rossotrudnichestvo.
To a high degree, it is common with the education and preparation of Tajik youth for education in Russia. Here are just some of the programs used and implemented today in Tajikistan:
- Research courses for 11th grade students entering Russian universities (teachers are participants in the Russian Teacher Abroad project);
- RFL courses (Russian as a foreign language), basic level (teachers are participants in the Russian Teacher Abroad project);
- Research courses for 10th grade students, including basic training in three subjects (teachers at the courses are participants in the Russian Teacher Abroad project);
- delivery of textbooks and manuals on the Russian language, as well as other Russian scientific, scientific and fiction literature, under the journal Rossotrudnichestvo; from January to June 2022, about 6,500 books were donated under the program in Tajikistan.
In conclusion, it should be said that the build-up of Russia’s humanitarian expansion in Tajikistan coincided in time with serious global changes in the entire system of international relations. It is obvious that significant world orders and the “centers of power” that have developed over recent regions are located on the borders of great changes, and the fact that Russia is increasing its influence in Central Asia through “soft power” is becoming an important factor in shaping the space around its southern borders. .
