Rent control in Greater Lyon: how does it work?
Ideally located between the 3 mountain ranges, a few hours from the sea or from Paris, on the border of many European countries, around one of the most beautiful cities in France (yes a bit of chauvinism here), the Metropolis of Lyon is one of the most attractive territories in the country.
But this success comes with a certain downside: housing. Who has never chosen an apartment without having visited it? Who has already prepared 10 files in advance to be ready to draw in 5 minutes? Who has widened their eyes in front of rental advertisements?
And the good news is here ! The Métropole de Lyon is committed to housing in order to make it more habitable again with a key measure: rent control.
What it consists of, how it works, for whom, we tell you everything!
What is rent control?
It is a measure that prohibits landlords from setting rents higher than a maximum amount. And therefore avoid abuse. Rent control is only applicable in so-called tense areas.
💡 What does it mean ? This term appeared in 2013 to qualify municipalities with a high population density and where there is a strong imbalance between supply and demand in terms of housing.
With a constantly growing population, Lyon and Villeurbanne now fall into this category.
Who exactly does it concern?
Since November 1, 2021the Metropolis of Lyon is experimenting with this framework on the cities of Lyons and Villeurbanne which are the two densest municipalities, with a very high demand for housing. On the scale of the territory, the perimeter is qualified as “hypercentre”.

And concretely, what does that mean?
In the short term, this framework measure is primarily put in place to restore the power to inhabit the Metropolis, to the inhabitants. It also means helping owners and rebalancing the balance between everyone.
In the longer term, a more comprehensive policy on housing will be extended in order to make the Métropole de Lyon accessible to everyone.
From now on, any owner wishing to rent a property (directly or via an agency) must imperatively justify the reference rent corresponding to its geographical area and the increased reference rent in the lease. These same mentions must obligatorily appear in the advertisements of the real estate agencies. This obligation will soon concern advertisements for individuals.
The Metropolis of Lyon has set up a free online simulator to inform about the device and check the conformity of the rent of your accommodation, whether you are a tenant or an owner.
👉 It happens by the.
Rent control is part of a whole list of measures deployed in the territory as the regulation of furnished tourist accommodation or solidarity property tax.
The objective is clear: to restore the possibility of housing for everyone.
The experiment extends until the end of 2026, hoping that things will move for the better by then! 🤞
