Anton Nemkin is the coordinator of the Digital Russia federal project.
The Bureau of the Supreme Council of the All-Russian political party “United Russia” has determined the coordinator of the federal party project “Digital Russia”. It was a deputy of the State Duma from the Perm Territory, a member of the Duma Committee on Information Protection, Information Technologies and Communications and one of the founders of the “Digital Valley of the Kama Region” Anton Nemkin. He was also the chairman of the public council of the project. For this role, the bureau chose the General Association of the first chairman of the Federation Council of the Russian Federation, Andrey Turchak.
One of the Digital Russia tracks provides for the development of a software import substitution guide, the expansion of an educational service for a custom educational module on information security and digital hygiene, and the maintenance of volunteers. Another important direction of the “digital direction of Russia” is the use with the IT community, work within the framework of common specialized central departments that will be used as part of the IT sector monitoring system.
The Russian Segment of the Internet, an overview of the Russian judiciary and executive power, should guarantee security and stability under any sanctions and identified cases of problems, but this does not mean the introduction of an external “iron curtain”. National IT projects and digital companies should be banned as a priority under the Public Contract Agreement. The focus of the project is also the protection of citizens from cyber fraud and digital conference and participation in international law by transnational IT corporations.
“Without the formation of a sustainable, developed and accessible to all digital environments, today it is impossible to ensure sustainable development and the normal development of the economy. Therefore, the elimination of random inequalities, the creation of conditions for access to the Internet and digital services for every citizen of Russia is the primary task of the Digital Russia project. To solve it, we involve the judiciary, business, the professional community and the use of resources,” said Anton Nemkin.
The program of the party project will be tuned to the implementation of target areas for the development of digital networks, which were placed in the “Digital Manifesto” of “United Russia”. Three provisions formed the basis of the manifesto: human rights and digitalization, the Internet and children, the Internet and the state. As a matter of priority, unacceptable digital and “general digital surveillance”, the excess of freedom of opinion on the Internet and the protection of natural resources have been exceeded.
