Debrecen – The construction of rental housing and the preservation of the values ​​of nature conservation areas were also topics at the general meeting.


A meaningful general meeting can be expected, indicated the mayor László Papp at the beginning of the meeting, as the invitation contains 46 proposals. Among these, the General Assembly has made decisions on several issues that will affect both urban and residential areas.

The topic of the meeting was the amendment of a municipal decree concerning the area of ​​the Southern Economic Zone. József Jánki (DK) asked why the area could be built from 50 percent to 60 percent. Chief architect István Gábor said: these areas were developed with closed plot boundaries, I would like to provide this block with a uniform form of site use.

There is no possibility to expand the areas, but this regulation means a reserve and an opportunity for later developments.

In his speech, István Madarasi (MSZP) recalled that this topic had also been raised in the Environmental Protection Committee. As he said, there are older economic areas in Debrecen (eg around Vágóhíd utca), where the companies operating there do not want to expand in vain. He suggested that given the competitive situation, this should be an open gate where we can decide if necessary.

In his reply, chief architect István Gábor from Vágóhíd Street said that they have a study showing the actual use, and according to which there is not even 10 percent green space at many sites. “Having surrounded these areas by the city, it would be worth thinking about how to bring this part of the city to life.”

László Papp recalled that when the economic development program was launched in 2014-15, it was important that the location of the industrial areas did not burden the city’s traffic, which is why industrial areas were created on the western side.

Vágóhíd utca, as a brownfield zone, is surrounded by residential areas, and the development of transport in this part is also waiting for a solution. It is necessary to consider whether they have indicated whether they want to expand industrial activities in residential areas in the eastern part of the city. He also referred to the southern industrial zone, which pulls out the industrial impact from areas surrounded by residential areas. He stressed that the views of the population should also be taken into account in these issues.

Phase 1 of the Tócóvölgy is not burdened

In connection with the developments on Kishegyesi út, Bence Szabó (Momentum) is interested in how many municipal rental apartments the city will build in the residential park.

The construction of hundreds of new flats, one-third of which could remain permanently in municipal ownership, and the provision of housing and access to housing for young people, the mayor said in response. There are currently 3,000 rental apartments in the city, and as László Papp pointed out, they see a need for quality expansion.

Negotiations have also been held with large companies on this issue, where employers also care about the level of support they provide to their employees.

László Mándi (Momentum) asked how the congestion would be remedied in the city. In his reply, László said that with a transport connection that is possible from the north and the south, the approach to the area, so that the traffic of the 2nd phase of the Tócóvölgy would not be in the 1st phase, will leave only walking and cycling capacity there. He indicated tram 3 will also help the area greatly.

Csaba Papp (Fidesz) indicated the adequacy of health care in the area.

It will be even greener

Bence Szabó (Momentum) inquired at the Platán Street developments about what will ensure the protection of the nearby nature reserve. László Papp recalled that this was also observed at the Nagyerdei Stadium, where this issue was resolved. Chief architect István Gábor indicated that a regulatory proposal had been adopted that a green area unsuitable for construction should be created on the back of the plots, but that no afforestation obligation would be imposed here.

Deputy Mayor Ákos Balázs said that this area had previously been used as an enclosed garden, and as he said, they are paying attention to the fact that it will be even greener with the packaging.
