Toulouse chosen to host the interregional disciplinary chamber of notaries
Master Frédéric Giral, notary in Caraman (Haute-Garonne), embodies the new figurehead of the profession. He has just been elected for two years to the presidency of the chamber of notaries of the Court of Appeal of Toulouse and succeeds Maître Christine Dechaumont (notary in Albi). This Toulouse “pure sugar”, passed by the Saint-Sernin high school then the faculty of law, chose the Lauragaise countryside to practice his profession for 32 years. “I have witnessed three decades of evolution in the notarial profession and today I embody a modern profession, but rooted in the territories”, he sums up.
It therefore now represents 622 notaries spread over 256 offices in the departments of Haute-Garonne, Tarn, Tarn-et-Garonne and Ariège. A figure that has practically doubled in five years, following the Macron reform which led to the opening of the profession.
Accelerate real estate sales
“In my roadmap, I will make it a point of honor to continue to support young notaries and to promote our professions to young people, because we have needs and many unknown professions to offer (clerks, formalists, accountants, etc.) ), but unfortunately difficult to recruit. »
More innovative, Frédéric Giral also wishes to initiate by the end of 2022 a free legal tool for owners who have a real estate sale project. The principle ? Allow sellers or future sellers to anticipate their signature with the notary, by carrying out a free assessment of this property in advance (urban planning authorisation, diagnostics, easements, usufructuaries, etc.), in order to streamline the transaction process.
A new disciplinary chamber in Toulouse
Finally, in the wake of the reform of the disciplinary rules of the profession of notaries, Toulouse is one of the ten cities in France chosen to host a disciplinary chamber. It will operate under the leadership of a magistrate assisted by notaries and will represent the Courts of Appeal of fourteen departments (Gers, Lot, Lot-et-Garonne, Ariège, Haute-Garonne, Tarn, Tarn-et-Garonne, Aude, Aveyron , Hérault, Pyrénées-Orientales, Ardèche, Gard, Lozère and Vaucluse). “Until now, disputes were handled internally in each court. The arrival of a dedicated magistrate, who can be seized by a notary as well as by an individual, is a good choice for the profession as well as for citizens in the interests of total transparency, ”said Frédéric Giral. The future disciplinary chamber will take up residence on the François Verdier alleys, from July 1st.
