Budapest – We now need a truly inclusive government that is responsible, unites the country and shows enough strength, said Prime Minister Viktor Orbán at the parliamentary session on Tuesday.

Before the swearing-in of the ministers, after the President’s transcript of his appointment had been presented, the Minister of the Prime Minister emphasized that the dangers, and especially the war, would mark the tasks of the next Hungarian government.

“To preserve and even strengthen the physical, material and intellectual cultural security of the Carpathian Basin and Hungary, to support Hungarian families, to capitalize on Hungarian enterprises and to keep the Hungarian economy on a growth path,” he listed. He added that he had asked the members of Hungary’s next government to work together.

He explained that since the will of the electorate, he has been able to present the members of Hungary’s new government for the fourth time and the fifth time since 2010. Yet the situation is unparalleled in Hungary’s post-1990 history, and thanks to the electorate for “declaring the will of the people with unprecedented clarity on April 3,” he said. He emphasized that since 1990, there had never been a government with such a large and united electoral will as there was behind a cabinet now in office, “this is partly a well-deserved, partly satisfied trust.”

He expects the members of the government to maintain the trust they have gained and to make the trust they have strengthened, Viktor Orbán said.

The Prime Minister described: Judit Varga to lead the Ministry of Justice asked. He emphasized that the Minister of Justice must enforce the Basic Law, protect the constitutionality, and therefore grant him a veto over any ministerial proposal. He added: Today, the portfolio of Ferenc Deák is also responsible for the government’s relations. No one envies the head of the ministry, he said, emphasizing that he has been a strong representative of the Hungarian national minister in the discussions in Brussels so far and is expected to be so in the future. It still won’t be easy, so it required a lot of strength and perseverance from the minister.

About Sándor Pintér – who is again in charge of the Ministry of the Interior – the Prime Minister said that they had served together for 16 years, during which time he had performed all the tasks entrusted to him with exemplary precision and therefore enjoyed unconditional trust. It replaced public security, radically reduced crime, spectacularly repressed crimes against both property and human life, rejuvenated and renewed the police, and the staff regained their honor and esteem. The age of police jokes is over, said Viktor Orbán. The law enforcement agencies gained invaluable merits during the coronavirus epidemic and during the refugee crisis in Ukraine, and Hungary will continue to need these capabilities in the coming period, the Prime Minister stated. He mentioned that Sándor Pintér organized the public system to effectively return hundreds of thousands of unemployed people in difficult situations to the labor market. He underlined: although the Ministry is still called the Ministry of the Interior, but it is already the Ministry of the Interior. In politics, experience is the greatest value, really, that’s why they are entrusted with managing the most difficult areas, ”he said, wishing the interior minister a lot of success.

Zsolt Semjén Minister for National Policy, National Policy, Church Policy and Church Diplomacy will be again. The head of government said that, as deputy prime minister, he would continue to be responsible for promoting issues affecting historic churches and Hungarian communities in the Carpathian Basin. “Every Hungarian is responsible for every Hungarian, if this is the case, and then it is the ministerial responsibility of Zsolt Semjén to represent the entire Hungarian people,” he emphasized. He underlined that he is expected to make the idea of a unified Hungarian nation enshrined in the constitution a reality in everyday life. The Christian Democratic People’s Party is the spiritual-ideological core of the government, so it greets its president in the cabinet with special respect, he said.

About János Csák, who is the head of the Ministry of Culture and Innovation will be, he said, his portfolio should be called the Ministry of the Future. It includes family policy, culture, higher education, vocational training and innovation. He emphasized that in the European Union, Hungary spends proportionately the most on supporting families and culture, and Hungarian higher education is catching up with these areas, where the most significant developments of the last 30 years have begun. The minister has a complex task ahead of him, his work requires a special personality who knows the business world, does not get lost in the modern mazes of intellectual debates, is disciplined at the same time, but in the meantime he is looking for ways to transcend today’s realities. You need a real Klebelsberg character here, ”he said, wishing him good luck.

About Minister of Finance Mihály Varga he stressed that his foresight rigor made it possible to balance growth and financial discipline in the years of the coronavirus challenge and is equally expected of him now that the war is putting the economy to the test again.

László Palkovics Minister of Technology and Industry In connection with his portfolio, Viktor Orbán reminded that industry and energy are facing a major transformation; As part of this, he mentioned how to deal with the transformation, the situation caused by higher consumption and rising prices, while reducing the economy’s emissions and reconciling aspects of economic growth and environmental protection.

István Nagy, Minister of Agriculture Speaking about his magazine, the Prime Minister recalled that we have made great strides in recent years, that the country can feed 20 million people, that national rural development subsidies are rising at rocket speeds, and that farmers can finally catch up with the West. He added that the old-new minister must defend the consequences of the impending global food crisis and further strengthen the foreign economic position of Hungarian agriculture.

Tibor Navracsics Minister for Regional Development The head of government highlighted serious new political and administrative experiences, mentioning that after 2006 he was the leader of a faction for years, played a decisive role in the reorganization of the Hungarian state as a minister, and then worked as a commissioner. He has the best chance of not grinding between the mill wheels of Brussels bureaucrats and Hungarian MPs, Viktor Orbán said.

Minister of Defense Kristóf Szalay-Bobrovniczky Minister of Defense Speaking about his duties, the Prime Minister remarked that through the Zrínyi Force Development Program, Hungary could have one of the most capable armies in the region. He emphasized that the war in the neighborhood was a testament to the irresponsibility of marginalizing the army and national defense throughout Europe, sometimes calling into question its raison d’être.

The head of government Antal Rogán with the Minister in charge of the Prime Minister’s Office he continued to present his government. As he said, constant contact is important in a democracy, which is a difficult task because the work is also hampered by the masses of data protection legislation, the understandable sensitivity of citizens and the constant attacks by the opposition. He added that it would not be any different now, so he asked Antán Rogán to solve this task, so that the principles and goals behind the government’s decisions could be known to the democratic public as a whole.

Viktor Orbán said: János Lázár to lead the Ministry of Construction and Investment asked, but this should actually be called the Ministry of Civil Engineering. He reminded that in the past this task was a fragmented area between the ministries, but now it has become a disadvantage. Higher commodity prices, the economic effects of the war, the expected European recession and the caution of investors will make our lives very difficult – explained the head of government, who said that János Lázár is responsible for the efficient use of state resources for investment, the renewal of building regulations and our heritage. protection and representation of “civil good taste” on construction sites.

Martin the Great Minister for Economic Development Viktor Orbán said that he expected him to “help the development of the country with innovative economic policy proposals based on Hungarian reasoning”, and also took the risk that “these will be a good number with which he will not only make friends in the near future”. He drew attention to the fact that the European economy is in big trouble, so if Hungary wants to develop, it will need new, unorthodox, innovative steps. He reminded that the liberation from the foreign exchange trap, the tax policy turnaround, the institutions of price stops were all such solutions. “I hope he’s still left in our bag,” he said, signaling that the new minister should “pre-empt and deploy them.”

The Prime Minister continued: Péter Szijjártó, Minister of Foreign Affairs and Trade He called on him to continue to represent Hungary’s national interests with “his usual tirelessness”, to strengthen Hungary’s relations with its allies and to seek new trade and investment opportunities. He asked the minister to “play every instrument, be as smart as a serpent and gentle as a dove, but most of all achieve what you need.” He also mentioned that in the future Péter Szijjártó will also be responsible for the Paks2 investment. He noted that this job would require more people together, but the minister has proven in recent years that “he can be in more places at once.”

Viktor Orbán was the last Gergely Gulyás Minister in charge of the Prime Minister’s Office presented. He named strategic planning as his job, indicating that he needs to see not only ministries, but an entire country. He said he expects him to coordinate the work of the ministries, to represent a culture of respect and cooperation, to develop techniques for this. “This work never ends, you get another four years for this task,” he said. He added that this ministry is also the “lightning rod” of the government, therefore he asks Gergely Gulyás to boldly represent the government in the intellectual debates about Hungary both at home and abroad.

Viktor Orbán summed up: the list of the new government also shows that for the years full of dangers before us, “you can cut Hungary with a strong and powerful government with a crisis-proof and clear vision”. As members of the Hungarian government, they undertake to represent Hungarian interests, defend Hungarian freedom and sovereignty with responsibility and humility commensurate with the weight of the task imposed on them – who is responsible, adding that they count on the support of the deputies.

“The Good God is above all of us, Hungary is first and foremost, come on Hungary, go on Hungarians!” – The Prime Minister closed his speech.

Subsequently, the Vice-President of the Republic was solemnly sworn in by the governments of the fifth Orbán, the Minister of Parliament, in a solemn framework. Representatives of the opposition parties MSZP, LMP and Mi Hazánk took part in the swearing-in.
