In their brutality, the numbers are more than illustrative: out of 60 thousand heads of families who perceive the Basic incomea Rome only 117 people participating in the projects useful to the organizational community by the Municipalities and the Municipality. In other words, only 0.19 percent of the subsidy recipients do what was once called “socially useful work.” And in this capacity from the Capitol as a gardener, librarian, you collect for papers, for small maintenance or to help children in front of schools and the elderly to cross the road at dangerous intersections. This failure was photographed by the CGIL: since the institution of the measure only 71 projects have been “uploaded” to the Gepi platform of the Ministry of Labor and of these 19 are active, 2 are available, 20 have never started, 30 have finished “. Above all, looking at the income earners, only “336 took part in a PUC: 117 are in business and 219 have finished the project”. A flop.

MODIFICATION

Explains Natale Di Cola, secretary of the CGIL of Lazio: «The previous municipal council did not put sufficient funds and never opened a comparison with us to make the most of this measure. We see income as a form of support, but not as a tool for introducing the most needy into the world of work. Changes are needed at the national level and from this point of view it would be better if the Municipality were to transform itself into a giver of last resort: using the incentive of an economic nature, it could, on the one hand, place them in real projects of collective utility, but not as now of 8 hours, on the other hand, to stimulate individuals and non-profits on other projects ». Income recipients sign – if they are not of retirement age, do not have invalidating frailties and do not have to take care of minors or disabled people – the pact for work and that for social inclusion, which among its clauses provides for guaranteeing at least 8 hours per month to carry out socially useful work on behalf of the Municipalities. In Rome, 18 thousand signed the pact, but none, in fact, was called.

At the basis of this failure there are questions of a national nature (for example only in 2020 the Ministry of Labor announced the PUC regulation, and certainly did not obtain Covid. But some decisions of the former Raggi junta are also discounted, which on the measure it has invested only 3 million euros, just useful to cover the expenses for 2 thousand people, given that the administration has to pay the insurance or buy gloves and equipment for these workers. Adds Daniele Torquati, president of the XV Municipality: “The PUC were a failure also because each Municipality has only one employee to manage these plans. Marcello Ribera and Agnese Rollo are signing a protocol between social services and Ama to use 50 income earners as ascertaining agents”. Lorenza Bonaccorsi at the First Town Hall, which today will see its managers committed to well-being, also launched the measure, while colleague Mauro Caliste is pessimistic from the V: ” we will never be able to get them to leave, because there is no staff ».
