The Arengo application for the establishment of the International Day against homophobia, biophobia and transphobia approved in San Marino
Following the approval (29 votes in favor, one abstention and one non-voter), in the night session, of the draft law “Rules to facilitate and simplify the start-up of economic activities”, presented by the Secretary of State for Industry and Commerce, Fabio Righi, in the morning the Great and General Council has restarted today with the debate and the examination of the draft law “Discipline of the time shop”.
The second one draft law “Discipline of the time shop”presented by the secretariat of Industry, as it was today Michela Pelliccioni (Tomorrow-Motus Liberi)sole speaker, “responds to the country’s heartfelt need to encourage trade and tourism in the Republic of San Marino, as an instrument aimed at attracting the interest of prestigious brands to temporarily open a shop in the area”.
The legislation that can last the duration of the shop in historical centers cannot exceed 60 days in the year, even if not continuous, while in the shopping centers the duration must not exceed 120 days in the year.
As emerged from the debate first and from the explanations of vote then, the draft lawDiscipline of the shop “was welcomed at the bipartisan level in the Chamber and in the end it was unanimously approved with 37 votes in favor (out of 37 voters).
The Great and General Council then addressed theexamination of the 6 Arengo instances on the agenda, of which only one was rejected, no. 21 (28 votes against and 4 in favor) “so that the necessary procedure for the establishment of an artistic high school is undertaken”.
Unanimously acceptedinstead, theApplication n. 3 “so that proper recognition is given to the figure of Domenico Maria Belzoppi” IApplication n.1 “for the institution of June 26 as a day in memory of the San Marino victims of the bombings of 1944”.
Approval me tooApplication n. 18with 25 votes in favor and 1 against, “For the heading to Baron Pierre de Coubertin of the road in front of the Olympism Museum located in Serravalle”.
Same fate for the Instance n. 5with 27 votes in favor and one non-voting, “To name the entire area commonly referred to as ‘Parco del Monte Cerreto’ ‘Emma Rossi Park'”.
Finally, with 27 votes in favor and one non-votingthe Great and General Council approved theApplication n. 27 “For the establishment of the ‘International Day against Homophobia, Biophobia and Transphobia'”.
“The purpose of the request is to recognize and celebrate this international day also in San Marino, already established by many countries on 17 May of each year”, explained the Council state secretary for internal affairs, Elena Tonniniinviting you to vote in favor.
Manuel Ciavatta (San Marino Christian Democratic Party) he announced, therefore, the vote in favor by his group, for an instance that “asks that the denunciation and opposition to the aggression be declared more clearly” dictated by sexual orientation.
Subsequently, the group leaders intervened to confirm a favorable orientation to the instance.
Alberto Giordano Spagni Reffi (Scored) has made progress as San Marino has made many steps in terms of rights: from the recognition of civil unions, to the prohibition of discrimination based on sexual orientation, a constitutional rank, up to the first state of the world belonging to the Lbgt community: “Discrimination, that they are tools for gender and identity issues, derived from ignorance that must be countered, placing civic education and awareness-raising because it is not possible to use episodes of violence and for any human being “.
“With an important event, the request allows us to keep current events and what unfortunately still reserves us alive – he underlines Alessandro Mancini (We for the Republic) – and therefore to contrast it with the tools we have, not only but also cultural “.
For Andrea Zafferani (Future Republic), joining the International Day Against Homophobia is “a necessary step, despite the important steps over the years, albeit late”. There is still a long way to go, he added, from a cultural point of view.
The approval of the Instance also goes towards a greater commitment in civic education, starting from schools, hoped for by Gaetano Troina (Tomorrow-Motus Liberi).
Guerrino Zanotti (Free) welcomed the citizens’ request, in line with the interventions made in recent years in the country on the issues of integration and the recognition of civil and human rights. He finally chose as different, differently, in many countries “whoever expresses his own nature in a way that we mean ‘normality’ does so at the risk of his own life”.
With the approval of the latest Arengo instance, paragraph 15 was closed and today’s council meeting ended. Council work will resume next Monday.
