Ukrainian detainees will switch to international social support

From May, detainees from Ukraine will switch from support from the Slovak social system to international support. This was stated at a briefing by Minister of Labor, Social Affairs and Family Milan Krajniak (We are a family) attended by representatives of international organizations of the United Nations High Commissioner for Refugees (UNHCR), the United Nations Children’s Fund (UNICEF), the International Organization for Migration (IOM) and the Slovak Red Cross. .

According to the Ministry of Labor, financial support for detainees by international organizations is currently set for a period of three months, from 1 May 2022 as a short-term support tool of the Government of the Slovak Republic. In addition to assistance in material need, its role is also important in providing direct support to people with disabilities, which is the first such form of support from UNICEF and IOM in countries affected by the influx of refugees from Ukraine.
The combined support of all organizations and the labor sector will cover approximately 26,000 households. This group includes those who have asked for help in material need in Slovakia, but also those who have not asked for it so far. This means that, according to the cooperation memorandum, the direct financial support of the international organization UNHCR, the Red Cross, UNICEF and the IOM, and not the state, will be available to the detainees (who do not have a subsistence income) from May onwards.
The list of those detainees who have so far received benefits in Slovakia in material need will be provided by UNHCR directly to the Ministry of Labor. Subsequently, their organizations will contact them in order to pay the support.
According to the Ministry of Labor, the specific amount of financial support for one month is EUR 80, for a child aged 3 to 18 it is EUR 60 and for a child under 3 it is EUR 160. For example, a woman with one child under the age of 3 will receive help of 240 euros, a couple without children 160 euros. The maximum amount of support for one household is limited to 380 euros per month.
In April 2022, the offices of labor, social affairs and families paid the first benefits of assistance in material need for Ukrainian detainees. The support for a total of 16,560 recipients amounted to 2,169,624.80 euros. It is this amount that represents the minimum monthly savings of the state budget of the Slovak Republic within the duration of the contractual relationship with UNHCR.
UNICEF and IOM will support some 500 children with disabilities and about 400 adults with disabilities over three months to provide assistance to the people who care for them. The amount of financial support for the caregiver is 508 euros per month.
In this case, according to the Ministry of Labor, there is an advantage for the state and local governments, as those dependent on the help of others will not provide social services in facilities, but will receive care at home and by a close person.
