San Marino. Draft law on the termination of pregnancy: today first reading in the Great and General Council
The Voluntary Termination of Pregnancy (IVG) Bill was at the center of today’s council work.
At the opening of the session, in the morning, the examination of the last delegated decree, which remained on the agenda, was concluded, the 56, “Provisions relating to the simplification of the structure of the Public Function Department” which was ratified with 27 votes in favor and 6 against. So the paragraph 20 with the presentation at first reading of Bill “Regulation of voluntary termination of pregnancy”, presented by the Secretariat of State for Internal Affairs, the Secretariat of State for Justice and the Secretariat of State for Health.
There are 53 subscribers to take part in the debate which in some ways saw the reappearance of even distant positions on the IVG. On the one hand, however, it is recognized unanimously that the referendum question has been acknowledged, a fundamental aspect for respecting the will expressed in the citizens of the referendum of last September 26th. On the other hand, the majority of interventions at the bipartisan level recognize that the regulatory framework proposed by the government is essential and incomplete aspects, not contemplating fundamental aspects such as, for example, the discipline of conscientious objection, the introduction of Consultors, or measures of support – economic, psychological – to women who are faced with the choice of proceeding or not with the IVG. Hence the invitation to debate and listen, expressed by the councilors of all the groups, even before arriving at the Commission, to share additions to the text.
“We had the intention of accepting the question in a dry way – motivate the Secretary of State Massimo Andrea Ugolini, among the leaders of the PDL – because we believe in an approach by politics. We believe the question is at least acknowledged in this way, it is then clear that ancillary services must be put in place for the protection of unborn life, as the adviser Valentini said, to protect the weakest, but within a well-defined regulatory framework. . ” The same Secretary of State in the Chamber Istat data confirming that the practice of the IVG is also present on the Titan, despite the current prohibition: voluntary interruptions of pregnancy, practiced by women residing in the Republic of San Marino, in the neighboring Italian provinces, there have been 303 from 2005 to date, 20 pregnancy loss per year. “I believe it is essential to legislate in the Chamber and that our institutions can help people in this situation – finally sends the Secretary of State to say – It is no longer acceptable that he chooses to take this path outside the territory”.
The debate on the PDL was interrupted at the end of the session and will resume at night.
