maintenance blocked. Nobody fixes the streets
We will have to wait for autumn to see the stratini again lay the asphalt on the streets and squares of Gruyère in Rome. The new ordinary road maintenance activities are suspended at least until September: remaking the so-called three-centimeter bitumen mat. Fault of yet another municipal notice which turned out to be a flop and which was published in January 2021. It had to see the assignments to companies in April and, instead, will force the tender commission to work at least another 5 months to settle an intricate skein: yes , because almost all 216 offers submitted were found to be affected by “anomalies”. In essence, the companies have guaranteed the highest quality in the work in exchange for lower prices in order to snatch the order. For the procedural law – in an era in which the slightest discount is considered unsustainable – it must be authorized only in exceptional cases. And so, while the travets will be forced to see again destined and destined papers, the yards remain at stake. All in a Rome where according to Codacons there is a road hole every 15 meters. Where in a busy artery such as Corso Francia, according to the Municipality’s technicians, 124 accidents occurred from January 2020 to 25 April 2022.

I DELAY
To get the administration in trouble Gualtieri was the announcement bequeathed by the junta Rays for the execution of emergency work and ordinary maintenance of the major roads (the main arteries): a three-year framework agreement, divided into 12 lots and for a value of 180 million euros, with which the Capitol selects and then calls gradually the companies to entrust it with the reconstruction of the surface, repair of road holes and surveillance to evaluate any disconnections of the asphalt. But things turned out differently from what this and the previous council had hoped for. Meanwhile, because the commission that had to examine the offers was appointed March 26, 2021 and only started working at the beginning of July a year ago. But when the envelopes were opened, officials realized that something was wrong. “On average – explains the councilor to the public, Ornella Segnini – ten bids for each of the 12 lots were” anomalous “in accordance with the Contract Code, that is, with a technical score and an economic score higher than the threshold of four fifths of the maximum required by the specification of race. Unfortunately, the announcement provided for the technical evaluation on the basis of criteria for the most part of a “discretionary” type rather than a tabular type, the score of which is attributed through an in-depth (and temporally long) analysis of the offers ». If that were not enough, “since almost a year has passed, the commission must not only review the documents, but also call the companies to find out if their offer is still valid”.
As a result, 13 months of work have been lost and chaos is at risk. The Municipality hopes to complete all this further work by September and immediately entrust the work. But on the cards there could be other unknowns to be addressed: in the meantime the legal disputes, then, after almost two years from the start of the tender, it is not certain that the companies are yet to get the job. Also because, in the meantime, energy and raw material prices have risen dramatically. But the councilor Segnini does not remain idle: “To ensure the continuity of the prompt intervention, the repair of the holes, we have already signed eight four-month bridge agreements (seven have already been entrusted) for a total amount of 5 million and a half euro. And two agreements are also in force for the surveillance of the great road network. But we have accelerated on extraordinary maintenance (the one that involves the reconstruction of ten centimeters of screed, ed): we are about to entrust 8 framework agreements for the two-year period 2022-2023 for a value of 40 million, but we also want to help the Municipalities by offering them a framework in which to move faster to fix their streets. Without forgetting the funds that will arrive thanks to the Jubilee and a new agreement with Anas ». In total, over 400 million euros which should be used to fix 70 percent of the road network by the Holy Year.

COURSE FRANCE
Meanwhile, yesterday, in the Capitoline Transparency Commission led by Andrea De Priamo, the commander of the XV Group of the Local Police of Rome Capital, Barbara Lugani, made it known that in Corso Francia “there were 124 incidents verified from January 2020 to April 25 2022 “. It was on this road that 19-year-old Leonardo Lamma lost his life on 7 April when he fell off his bike. Hence the request of the XV Town Hall for high-tech cameras and signage to avoid new tragedies.
